- HS2 are looking for a Property Management Surveyor reporting to the Head of Property Management and working within Land and Property Directorate based in Birmingham.
JOB PURPOSE
As a Property Management Surveyor at HS2 you will have a key role in the effective and efficient management of property acquired by HS2 Ltd.
ROLE OF DIRECTORATE/DEPARTMENT
The Land and Property Team are responsible for:
- Acquisition of c£6 billion of land and property over the Phases of HS2 delivery
- Assessment of thousands of applications for acquisition under statutory blight and discretionary schemes
- Access to land for surveys and ground investigations
- Negotiation with hundreds of petitioners in the Hybrid Bill process
- Acquisition of Land required by HS2 for the construction of the railway
- Management of property acquired by HS2 ltd
ACCOUNTABILITIES:
- Responsible for commercially management of HS2’s land and property portfolio
- Acting as a key contact with HS2’s appointed property managing agents to ensure high quality estate management including monitoring through monthly reports and KPI’s their performance on lettings, rent collection, maintenance, repair and disposals
- Liaison with the Property Acquisition team to develop full awareness of the delivery programme to ensure timely issue of instructions to managing agents to undertake pre-completion inspections and the handover of properties into management on legal completion
- Monitoring the day to day management of properties by the appointed agents including evaluation and instruction of repair and maintenance works and subsequent monitoring and budgeting of fees and expenses
- Ensuring all land and buildings in the HS2 property portfolio comply with Health and Safety regulations and legislation and that the Company’s Health and Safety policies and processes are fully implemented
- Taking ownership of all property and management related information that is developed or influenced by the scope of work undertaken and ensuring complete and accurate data is recorded in Land and Property systems in an efficient and effective manner
- Working with the Property Asset Management Lead and Land and Property’s Finance representative in the preparation of financial reports and forecasts including monthly income and cost statements
- Support senior members of the team on property management matters and deputising for the Head of Property Management as required
- Participate as necessary in consultation events to explain aspects of the compensation schemes to members of the public, stakeholders or interested groups
- Share knowledge and learning experiences with colleagues in Land and Property and the wider organisation.
5. REQUIRED CRITERIA
SKILLS
- Ability to compile and analyse data, and present and produce reports to effectively communicate with senior stakeholders
- Data compilation, integration, analysis and presentation
- Programme management skills
- Building strong relationships with key stakeholders and influencing performance and outcomes.
KNOWLEDGE
- Useful to have Knowledge of lettings, rent collection, maintenance, repair and disposals processes and technical aspects of general practice surveying
- Understanding of legal obligations in relation to property ownership, occupation and management.
- Understanding of property income and expenditure budgeting, forecasting and accounting
TYPE OF EXPERIENCE
Experience of purchasing private or commercial properties - not just valuations.
- Demonstrable knowledge and experience in operating in a property management and / or project environment.
- A Member of the Royal Institution of Chartered Surveyors (RICS) or equivalent.
- Degree qualified or minimum of 3 years relevant property experience.

7. DIMENSIONS
Managing HS2’s acquired residential and commercial property portfolio of approx. 750 residential units with annual rent roll of £8.01m and 20 commercial lettings circa £5m annual rental income
- Monitoring and managing performance of HS2’s Property Management Suppliers with up to 30 staff plus sub-contractors across main offices in London and Birmingham and regional offices in Oxford, Lichfield, Crewe, Chesterfield and Peterborough
- Working with Land and Property’s Acquisition and Discretionary Scheme area teams to acquire and take into management the 385 properties programmed for purchase in financial year 2018/19. Includes managing Suppliers undertaking initial repairs and health and safety compliance works to make properties lettable current annual spend circa £2.8m
8. KEY CONTACTS
Daily interface with Land and Property area acquisition teams across Phase One and Two , Land Referencing and Assembly area personnel, Discretionary Scheme case officers, Hs2 Finance Business Partner and Legal representatives and Department for Transport client representatives
- Property specific case management with HS2’s property management suppliers on a daily basis with monthly monitoring and reporting regime for regional offices plus monthly general progress and strategic meetings with central supplier team
- Quarterly Supplier and HS2 internal Health Safety, Security and Environmental reviews
- Input to annual property management income and expenditure budgeting and forecasting, quarterly re-forecasting and monthly financial reporting in conjunction with HS2 Finance representatives and Suppliers
- Case by case contact as required with tenants, external stakeholders and HS2 Health and Safety, Security, Environmental Construction and Engagement personnel
9. COMPLEXITY
Letting properties to ensure continuity of occupation for HS2 community benefit but managing expenditure on initial repair, compliance and maintenance works on the portfolio cost-effectively within HS2 policy and DfT business case guidelines
- For HS2’s Phase One Construction programme identifying and then delivering managed properties with full vacant possession in accordance with the Land and Property FLAB, planning for possession and handover processes Ensuring Suppliers maintain and fully compliant Health and Safety regime and manage and maintain properties to meet all statutory requirements for occupation and that contractors and sub-contractors undertaking repair and maintenance works do so with full Health and Safety compliance in line with CDM provisions
