Description
Corporate Procurement Lead will be responsible for all corporate (indirect) procurement at High Speed 2 managing a team of 20 and a spend of £500m.  This is a very busy high preforming department with each procurement member typically managing 10 OJEU procurements at any one time with 40% unplanned procurements.  Most of the team are permanents although this is supplemented with interim and secondments from professional services contracts.  The role reports to Procurement Operations Director.  Procurements varying widely, however, the 2 main categories are Professional Service Consultants and IT.  Values varying from £10k - £210m, typically the procurements are under OJEU and are complex – multiple stakeholders, high value, type of OJEU route, require a business case, market constraints, lines of defence review.

The Corporate Procurement Lead is a Direction and Oversight role, however, you must be prepared to step in and do some considerable ‘hand holding’ especially on the higher value, higher risk more complex procurements.  The JD below gives a comprehensive look at the role however the Key attributes & Experience HS2 are looking for are:

The initial contract length is 6 months and based from Snowhill, Birmingham.  HS2 are looking for the successful candidate to start by 25th November.

JOB PURPOSE

To lead, provide strategic direction and be accountable for the Corporate Procurement team, contributing to the overall effectiveness of the department. The CPL must deliver significant benefits to HS2 Ltd, ensuring all Corporate Directorate requirements are compliantly procured to timescales and performance targets, whilst delivering value for money.

The CPL may also be responsible for managing additional Procurement Managers as interim or via professional services contracts.

ROLE OF DIRECTORATE/DEPARTMENT

The Corporate Procurement team are a department within Procurement Operations under the Procurement and Supply Chain Business Unit, which ultimately sit under the COO Directorate.

The role of the team is to offer leadership, advice, support and delivery of all aspects of the procurement process to all HS2 Ltd Directorates, from developing procurement strategies and managing tenders through to contract award.  

Specifically the team assist Directorates in the procurement of corporate related goods and services to a value of approximately £0.5bn PA across the organisation. The team ensure that value for money for HS2 Ltd is achieved, and that the resulting contracts meet business requirements. Furthermore, the team assist in determining the most appropriate procurement route ensuring compliance with procurement legislation.

The CPL will be accountable for formulating and delivering agreed procurement strategies to successful conclusion, laying the foundation for realisation of HS2 benefits. The CPL will define the delivery, management, roles and responsibilities of the procurement team to ensure collaborative and effective delivery of procurement activities, ensuring delivery to the baseline procurement schedule, which in turn is anchored against the overarching schedule for the HS2 programme.

 
ACCOUNTABILITIES
  • Build, develop and lead a team (direct and indirect reports) to deliver technical and commercial efficiency opportunities for an assigned portfolio, ensuring that objectives and success criteria are identified and delivered in line with business lead expectations
  • Support the achievement of governance approval and assurance of all procurement deliverables as defined within the Integrated Management System, ensuring procurement documents are compliantly developed to agreed timelines
  • Lead the identification and implementation of innovative procurement approaches to the delivery of projects in order to enhance levels of service and minimise costs, ensuring compliance with the overall HS2 Ltd strategy, whilst seeking to safeguard contractual and commercial risk
  • Provide expert procurement insight to enable HS2 Ltd to make informed choices about the way in which its expenditure is deployed
  • Lead the development of positive relationships with HS2 Ltd Directors/Senior Managers and internal stakeholders to raise awareness of the benefits of a strategic approach to procurement
  • Support the Procurement Operations Director in managing the expectations of key stakeholders (e.g. Internal Directors/Senior Managers, External Parties such as DfT, CCS and Cabinet Office), prioritising workload as required
  • Identify, develop and prepare business cases, reports and committee items and present to the appropriate internal and external stakeholders (including HS2 Boards and Committees)
  • Drive the delivery of HS2 Ltd’s strategic themes and goals into all procurement strategies, tender documents and evaluation processes, leading to demonstrable measurement of performance through the life of the contract(s)
  • Promote the importance of procurement across business units and best practice through continuous improvement, so that procurement processes are effective in delivering HS2 Ltd’s objectives
  • Advise all stakeholders on applicable EU and UK procurement legislation and developments, applicable government policies and procurement routes; to ensure that all HS2 Ltd activities comply with regulations and subsequently ensure the risk of supplier challenge to any procurements within the team is minimised
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all work, supporting and complying with  all organisational initiatives, policies and procedures related to EDI

SKILLS
  • Ability to manage and prioritise multiple work streams at different stages of development, simultaneously and meet agreed deadlines
  • Ability to produce and present documents and reports to a variety of audiences, including internal stakeholders at various levels in the organisation

KNOWLEDGE
  • Knowledge of EU procurement directives, with awareness of government initiatives and policies with the ability to assess relevancy and defend applicability

TYPE OF EXPERIENCE
  • Experience of procuring contracts ranging in value, delivering savings to a public sector organisation through effective management of procurement processes
  • Experience of developing processes with governance areas to accurately reflect the Regulations, whilst also ensuring a streamlined process is adopted
  • Experience of leading a team to deliver value for money and whole life value propositions
  • Experience of leading the development of procurement strategies, through workshop development, translating this to a procurement strategy and delivering this through assurance and governance
  • Experience of leading procurements via early contractor involvement, collaborative and/or incentivised contracts with different pricing and risk models

DECISION MAKING
The CPL can make decisions within the delegated authority limit for the role in respect of:

  • Contract documents
 
The CPL is also be responsible for securing buy-in from all stakeholder parties across multiple directorates, to enable HS2 Ltd to deliver the best prospect of success for relevant procurements, and to ensure that approved strategies are implemented operationally
 
KEY CONTACTS
Given that there are numerous procurements being undertaken across the team simultaneously over many Directorates concurrently, it is necessary for the CPL to have contact and influence stakeholders at all levels within HS2 Ltd, including Directors, the content of which can range in purpose.
The CPL will also need to communicate with external bodies including the HS2 Ltd supply chain, DfT, Network Rail and CCS when required, or as part of a multi-function team working towards a common goal.
 
COMPLEXITY
The CPL is accountable for a large number of direct reports
Direct reports undertake multiple complex procurement processes simultaneously which the CPL is accountable for, along with being responsible for supporting, reviewing and approving outputs (as required)
The CPL must have detailed knowledge and working experience of the EU Procurement Regulations to provide guidance and direction to the team and wider stakeholders, thus ensuring compliance and avoiding any reputational damage to HS2 Ltd
