With a focus on GIS the successsful person will - Lead the definition and management of the technology aspects of the HS2 BIM strategy; delivering technology and applications architecture landscapes; roadmaps and standards.
To manage a technical team and ICT interface ensuring the specification, assurance, configuration and integration of the HS2 BIM systems and tools are in line with the HS2 Information and BIM strategy to ensure a consistent and controlled version of approved asset and related information is maintained, shared and managed throughout the HS2 programm.
You will Support and administrate the HS2 Enterprise Geographic Information Systems infrastructure (data, application and web-tiers) to ensure system availability, security and auditability in line with software vendor and industry best practice.

  • Infrastructure Directorate (ID) acts as the future Infrastructure Manager and Network Operator for the HS2 infrastructure. ID also acts as Proxy Operator until West Coast Partner starts as Shadow Operator, subsequently integrating WCP requirements into the programme. 
ID has combined the technical and operational expertise providing a single guiding mind for the requirements for the operating railway and is the technical authority for HS2. Its key accountabilities are to: 
  • Derive and maintain the technical standards for HS2 
  • Own the vision, and the operational concepts and strategies for the railway that will enable the benefits to be delivered, convert these into requirements and assures all verification & validation outputs. 
  • Set up the Infrastructure Management organisation and accept the infrastructure from delivery teams, maintaining the network through trial operations. ID is the System Integrator ensuring that specifications are integrated so that the system works as a whole. 
  • Deliver the Rolling Stock Programme. 
This role sits within the BIM department within ID that is ultimately responsible for enabling a whole life approach to managing HS2s digital assets and realising their value.
  1. Recruit, develop, performance manage and motivate a technical team to architect and develop the HS2 BIM Common Data Environment (CDE) in line with BIM business owner requirements and integration of other HS2 systems. (BIM systems including but not limited to Visualisation, Upskilling, Computer-Aided Design, Geographic Information).
  2. Manage the Team’s programme of work and resource; ensuring projects are delivered on time, quality and to budget, and other business areas are engaged, negotiated with and influenced.
  3. Working collaboratively with BIM business owners, ensure the HS2 BIM architecture is fully documented, including standards, specifications, procedures and an effective system management plan is developed, implemented and regularly reviewed to ensure system availability, security and auditability.
  4. Project manage BIM system developments, upgrades and capacity planning; informing ICT infrastructure, software budget, and support requirements as needed.
  5. Manage the relationship with ICT and specify the HS2 BIM technology infrastructure requirements to deliver a reliable, secure and fit-for-purpose CDE.
  6. Provide BIM technology and audit expertise, principles and knowledge for BIM projects across all HS2 departments and the supply chain.
  7. Ensure HS2 BIM standards, processes and specifications are adhered to through implementing and managing effective quality assurance processes.
  8. Actively keep up-to-date with BIM & Technology developments and innovations to maintain own expertise and the quality of work in the team; actively seeking opportunities to develop as a BIM professional.
  9. Promote the uptake of BIM technologies, provide training, and deliver presentations to both internal and external audiences.

Technical Software requirement
Installing, administration and configuration of ArcGIS Server 10.3.1 and 10.6.1
·         ArcGIS Portal at 10.6.1 implementation
·         Administration and configuration of Latitude Georcortex to support web mapping and workflow development.
·         Spatial Database on SQL Server 2008
·         Web development skills, including: C#, SQL, PL/SQL, HTML, ASP.NET, JavaScript, CSS, SQL Server 2008+, Visual Studio 2010+, Team Services, Azure

  • Design and delivery of solutions using a Service Orientated Architecture approach
  • Design and delivery of RDBMS and NoSQL solutions
  • Utilising and integration with a variety of Engineering design products, typical enterprise-scale Electronic Document Management Systems and Content Management Systems
  • Software and infrastructure architecture design to industry standards
  • Management of Enterprise-scale Geographic Information Systems
  • Management of databases including but not limited to Microsoft SQL Server
  • Communication skills – including internal and external stakeholder management

  • Understanding of BIM and GIS, its benefits to major infrastructure projects
  • Understanding of Government Digital Services framework and service design standards.
  • Understanding of public and private Cloud service architectures, Microsoft Azure platform and associated infrastructure architecture.
  • Knowledge of portals, integration buses, data warehousing, BI, data migration, workflow engines, document management.
  • Agile (or similar) project management experience specifically related to technology projects
  • Experience of design and management of technical enterprise scale systems such as EDMS, GIS etc.
  • Experience of using programming languages including but not limited to .NET, C#, Java, and Python

The following decisions are referred for approval:
  • Commercial decision and contractual decisions that have an impact of cost.
  • The role holder will manage a number of service contracts with a variety of technology vendors.
  • The role holder will have responsibility for staff in a matrix structure, with at least 1 solid line report, and 2-3 dotted line reports.
  • The role holder will be accountable for at least six core BIM systems comprising Asset Information Management; Design/Model Management; GIS; Visualisation Hub; Assurance Gateway; and BIM Upskilling Platform
