  1. JOB PURPOSE
The successful candidate will play a pivotal role in defining and integrating the inclusive design requirements and the delivery of inclusive operations and services across the HS2 programme. They will be responsible for ensuring these requirements are embedded across HS2 giving assurance and accountability to the project. They will play a pivotal role in defining the technical requirements being applied and oversee the delivery of those to a quality and standard expected of HS2. The post-holder will work within the Infrastructure Directorate, reporting to the Head of Architecture and will be expected to contribute to the strategic EDI goals of HS2 by working closely with the Equality, Diversity & Inclusion Team including providing reports and reporting risks to compliance with inclusive design standards.

  1. ROLE OF DIRECTORATE/DEPARTMENT
The role of Inclusive Design Lead sits within the client Design Team which in turn forms part of Infrastructure Directorate (ID).
Infrastructure Directorate (ID) acts as the internal client for HS2.  ID owns the design of the railway and assures that the design will meet the technical and operating requirements to deliver against HS2’s Sponsor’s Requirements. The directorate sets the technical standards as the ultimate Systems Integrator across the programmes and acts as the environmental, operational and engineering Technical Authority for HS2. It will also deliver HS2's asset management, operations and rolling stock programmes.
Working closely with Phase One and Phase Two, ID makes sure system integration activity is appropriately co-ordinated across the company, with clear ownership and funding aligned. It provides clarity on who sets and assures the system requirements to enable successful delivery and maintain and strengthen the independence of the professional functions of specification and technical assurance, from “delivery” activities. Finally it supports making trade-off decisions between commercial opportunities and operational requirements.

  1. ACCOUNTABILITIES
  • Lead and direct the company expert team to deliver the specification and assure the delivery of all aspects of the design, construction and subsequent operation of HS2, including its interfaces with existing railway and other transport systems, in respect of all aspects of equality diversity and inclusion
  • Provide professional advice on inclusive design issues and make sure that the same approach is applied across the interfaces to deliver a connected and consistent result
  • Specify the inclusive design strategy and standards with appropriate measuring and monitoring processes to give assurance to the programme across the station developments, rolling stock and operational procedures
  • Develop in-house knowledge through a range of training and activities on inclusive design to raise awareness of the value it gives, improve the effectiveness of its integration, and demonstrate the HS2 to commitment in this area
  • Assuring inclusive design compliance within the HS2 project teams and supply chain
  • Lead the relationship with academia, professional bodies and the wider transport industry to identify challenges and opportunities with inclusive design and use our partners in these field to enhance our understanding and improve our decision making
  • Engagement with national regulators and agencies as directed, to influence the development of legislation and national standards to protect the interests of HS2.
  • Lead the translation of subsequent specification through the HS2 change process into technical specifications and ensure through expert guidance the understanding in delivery teams of the inclusive design requirements
  • Provide specialist input into the development of the operational system for HS2
  • Work with the HS2 Design Panel and other expert groups of specialists in inclusive design to discuss and review the HS2 project developments e.g. BEAP (Built Environment Accessibility Panel) and the HS2 Customer Panel
  • It is expected that you will actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI including providing reporting on inclusive design compliance, assurance and risks to the Head of Equality, Diversity & Inclusion and the EDI steering committee
  • Provide the lead in scoping, advising and delivering HS2 research in the field of Inclusive Design.

REQUIRED CRITERIA
SKILLS
  • Ability to interpret technical drawings and evaluate issues concerning inclusive design
  • Ability to review compliance against inclusive design standards
  • Communication skills – including presenting technically complex design information to non-technical stakeholders
  • Risks management skills – including the ability to assess, analyse and escalate risk
  • Analysis Skills – including the ability to compare, assure and provide analysis on information coming from a variety of courses
  • Influencing and Negotiating skills – including internal and external stakeholders on technical design decisions
  • Project Management – ability to coordinate and manage multiple work-streams
 
KNOWLEDGE
  • Knowledge of national and international inclusive design standards and regulations
  • Understanding of Equality Analysis/Equality Impact Assessment methodology
  • Knowledge of specialist forums, consultation groups and third party providers in relation to inclusive design
  • Knowledge of applicable building regulations
 
TYPE OF EXPERIENCE
  • Experience of managing inclusive design within a multi-disciplinary team
  • Experience of providing risk based advice to senior stakeholders
  • Experience of developing assurance processes in relation to compliance with inclusive design standards
  • Experience of undertaking design reviews relating to inclusive design
 
BEHAVIOURAL COMPETENCIES
  • The post-holder will be expected to behave at all times in a manner consistent with the HS2 Values of Safety, Integrity, Leadership & Respect.
 
6.     DECISION MAKING
The Head of Architecture will be the functional lead for the post and support the Lead Inclusive Design Architect, as appropriate, and give overall guidance.
The post holder can decide the following:
  • Has the authority to negotiate with other professionals to a senior level, within guidelines.
  • Will be required to “Prepare or Check” core inclusive design deliverables.
The following decisions are referred for approval:
  • “Approvals” to an accredited assurer.
  • Many decisions will require alignment and joint understanding with the discipline (Architecture) counterpart in the HS2 ID.
  • Any issues between disciplines may be referred to Director of Phase 1 Engineering and Head of Architecture ID for agreement of the best overall solution.
  • Escalates decision making on complex strategic issues or matters that set a business precedent.
 
 
7.     DIMENSIONS
  • As the Lead for Inclusive Design the candidate will need to be able to work closely with both discipline leads and area engineers, as well as the HS2 ID.
  • The jobholder will be required to interface with other project specialists such as architects, ergonomics, operations, stakeholder managers, town planners, etc.
  • The jobholder will be required to support the EDI team as required.
  • The jobholder will be required to be the authority for inclusive design at supplier design reviews
  • The jobholder will be required to work with the design contractors to prepare for the formal BEAP (Built Environment Accessibility Panel), and to provide input to the responses to those Panels.
  • The jobholder will act as both the ‘design custodian for inclusive design’ for the HS2 Design Vision throughout design development and construction.  As such the jobholder will have a significant impact on the quality of design and its legacy as an operational railway.

9.     COMPLEXITY
  • Design, operational and stakeholder requirements all need consideration within the constraints of programme and cost considerations.
  • Changing environment – By its nature HS2 is a complex, rapidly changing project environment where flexibility is a cornerstone of successful delivery.  Personnel and project teams must remain agile and prepared to work in a changing setting while working towards sometimes competing and conflicting objectives.
