- The High Speed 2 project is the new multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester completing in 2033
As a Commercial Manager working on the HS2 programme you will Lead and manage the commercial relationship with consultants appointed to work on the Phase Two A route development and contractors on early construction works.
Phase 2a (Birmingham – Crewe) is in its very early phases with public consultation just finished and early scheme design being prepared, early construction works involves Ground Investigation works on site.
About the role:
- Responsible for all post-contract commercial activities and ensuring contract management activities are aligned and delivered to HS2 Ltd requirements.
- Ensure development and succession planning of Assistant contract manager.
- Work with area delivery teams to agree priorities and ensure consistency of approach for the achievement of best value for money solutions across areas.
- Manage day to day commercial relationship with contractors and consultants, ensuring correspondence is responded to within contractual deadlines and risks are being managed in a collaborative way.
- Making sure all compensation events commissioned and delivered represent value for money.
- Ensure that governance is followed for all compensation events and other commitments to spend HS2 Ltd money.
- Liaise and work closely with the Finance and Project Controls teams to ensure that periodic reporting and cost data are accurately managed for the periodic Cost for Work Done (COWD) and any variances against budget are explained in all commercial reports for the projects in the portfolio.
- Monitor expenditure against baseline and annual budget, pro-actively manage all changes and contract risks and mitigations related to potential financial variances.
- Oversee that any claims for payment are correctly scrutinised and any areas of concern are raised and dealt with to conclusion.
- Oversee that management information is produced to high quality standards and in a timely manner to facilitate timely management decisions.
- Lead and manage final accounts negotiations and settlements of the contracts and support the team with the contract phased close out report.
About You:
- Ability to manage large value contracts on major multi-discilinary infrastructure/transportation/civil engineer projects
- Ability to produce and present documents and reports to a variety of audiences, including internal stakeholders at various levels in the organisation
- Ability to undertake cost validation and deliver value for money outcomes on large projects.
- Understanding of key NEC contract terms and conditions.
- Understanding of the controls in managing public money
- Experience of Commercial Management through the planning, development and tendering stages – typically gained from working for a consultant or client organisation
- Experience of developing and delivering contract management strategies in complex programmes.
- Experience of managing of target cost, cost reimbursable and fixed price contracts.
- Experience of implementing and maintaining an effective contract administration process and reporting system that is aligned to programme/ project requirements.
