Description
As the Head of Railway System Integration at HS2 you will lead and direct the railway systems design and integration to develop the system level requirements to support the delivery of the HS2 overall project requirements and associated system interface requirements with the conventional rail network. You will develop the strategy and processes needed to support delivery of railway system procurement, the commissioning process and the assurance activities necessary for technical validation. You will provide engineering oversight and guidance to the delivery phases for railway system engineering.

The High Speed 2 project will connect London, Birmingham, the East Midlands, Leeds and Manchester, looking to open between 2026 and 2033. The trains will travel up to 400km/h and will cover 330 miles of Track. 

This role sits in the Chief Engineers Department within Infrastructure Directorate. The Chief Engineers Department is the Design Authority for the HS2 programme, identifying, developing and evaluating key design, strategy, engineering and environmental decisions to provide a clear direction and leadership.

The Chief Engineers Department leads the integration of the railway at the system level, such that operations, infrastructure and rolling stock work as one to serve the passenger and surrounding communities..

About the role:

  • Lead HS2 Systems Integration and HS2 Contractors in the integration of the HS2 railway to ensure the establishment of clear integrated requirements baselines for all products prior to commencement of design, reviewing integration risks and ensuring mitigation strategies are developed and implemented in a timely manner.
  • Definition and management of interface process and system design between Main Works Civil, Stations, Railway Systems, Rolling Stock and the Conventional Rail Network, and coordinating integration activities.
  • Define requirements for Systems Integration Facility, operating processes and procedures and provide a suite of System architectures that demonstrate physical, logical, and procurement integration.
  • Undertake multi-disciplinary analysis of Contractors system designs to determine compliance with HS2 integration specifications and standards, and review Contractors integration plans, integration reports and test procedures.
  • Provide technical advice and guidance concerning those aspects of system integration across HS2 including the provision of technical advice to the designers of the project, procurement and management of consultants.
  • In association with Railway System and Rolling Stock Engineering team ensure an integrated, consistent approach to delivering the range of activities associated with the advisory and client role of the Technical Authority invested in the Infrastructure Directorate.
  • Lead the definition, review and assurance of the technical requirements for the railway systems contract packages, such that the packages allow effective procurement and construction whilst the quality and scope of the packages together achieve the Sponsor’s requirements.
  • Champion High Speed Rail and the HS2 Ltd programme and build and maintain strong relationships with stakeholders, relevant Government Departments, the public and other interested parties to gain their buy-in and input required to develop technical specifications.
  • Provide specialist technical advice and support the on-going community consultation process and environmental assessment along the whole route and represent HS2 at international & national level as required.
  • Contribute to the development of business strategy in the assigned business area and provide specialist guidance and advice to support business aims and control risks to the business in relation to its safety, reliability, operability and maintainability.
  • Manage budget and resource requirements over different stages of the HS2 project and carry out associated line management responsibilities for a diverse functional team.

Decision Making - Main decisions taken by the job
  • The job holder will be responsible for deciding upon the Railway Systems integration requirements for HS2.
  • The job holder will be play a key role to ensure overall configuration of the HS2 railway to meet the Sponsors Requirements.
  • The job holder will be accountable for deciding upon the assurance actions required to develop appropriate safety cases for peer review
  • The job holder will ultimately be responsible for signing off railway systems compliance with HS2 in accordance with HS2 technical governance processes.

Dimensions
  • The job holder will lead a team of two members of staff and arrange and coordinate the input of technical specialists from suppliers where necessary.
  • Assure the technical outputs of the engineering teams within Phases 1 and 2 to ensure they deliver to HS2 standards.
  • The job holder will strongly influence and impact the railway systems budget and costs to the order of >£2bn.
Qualifications
 

About You:

  • Experience of the railway systems management of major infrastructure projects;
  • Has managed large scale budgets within a commercial railway systems construction environment;
  • Experience of substantiating and delivering value for money within a major project;
  • Managed the engineering delivery of significant projects within the constraints of cost, time and quality;
  • Has led and delivered on similar-sized multiple and complex construction projects;
  • Chartered professional status, degree in a relevant field or equivalent professional status;
  • Engineering qualification at degree level or equivalent expertise;
  • Understanding of matrix organisations and programme delivery;
  • Understanding of railway system design integration and commissioning processes;
  • Financial insight to recognize opportunities and challenges with ability to realign teams and resources to deal with change;
  • Understanding of procurement in large infrastructure construction projects;
  • Understanding of Railway Systems Assurance processes and the application of the Common Safety Method, Risk Assessment process (CSM-RA);
  • Communication skills to engage, promote and influence across a large range of stakeholders including Government, the community, opponents of HS2 Ltd, environmental bodies, technical contractors, etc;
  • Negotiation skills and ability to prioritise and to resolve conflicts among project and external stakeholders;
  • Leadership abilities, with influencing & negotiating skills.
