JOB PURPOSE
 
Operational Energy Strategy Lead (Commercial) reports to the Commercial Director and is based in the Infrastructure Directorate (ID) within High Speed 2, the post holder will play a valuable role in supporting HS2 Ltd in delivering on its vision to be a catalyst for growth across Britain, by developing and embedding processes and systems to minimise energy consumption and associated CO2 emissions during operation of the scheme.
 
In that regard, the post holder will be responsible for undertaking robust planning, analyses and procurement, and implementing processes and systems to ensure that the energy required to commission and operate HS2 is sourced in a timely manner and managed in a way that is cost-effective and efficient, whilst also minimising carbon emissions and maximising security of supply.
 
To successfully undertake this role, the post holder will be expected to work collaboratively with colleagues in HS2 Ltd and with others in the wider rail and energy industries to identify, evaluate and where appropriate, implement technologies, commercial agreements, processes and initiatives that will help HS2 Ltd achieve its commitments for energy efficiency and minimisation of CO2 emissions.
 
This is a varied and exciting role that will enable the post holder to exercise and further develop a range of skills across energy strategy development, procurement, project management, analyses, stakeholder management, requirements gathering and innovation.
 


ROLE OF DIRECTORATE/DEPARTMENT
 
The purpose of the Infrastructure Directorate (ID) is to define the vision for the operational state of the railway and ensure that this is reflected through the delivery programme.  Additionally, the directorate will mobilise the operational organisation ready to undertake the maintenance, renewals and operation of the railway, stations and depot assets in a safe, efficient manner providing a high level of performance and customer experience.  Infrastruutre Directorate will manage the operational railways similar to Network Rail or HS1.

In order to do this, ID will:
1.   Develop the Blueprint for the Programme’s operational stage(s) – “the end state” - in order to assure delivery of the Programme’s Goals and Strategic Objectives.  In particular - (a) identification, management and delivery of the needs of end users and future Operators of the Whole Railway (b) design future Operating businesses (c) collaborate with others to ensure that HS2 is an integral part of the nation’s transport system;
2.   Develop the HS2 Rolling Stock and Depots Strategy and, once approved, manage the procurement and delivery into service of the HS2 Rolling Stock and Depots;
3.   Plan for and mobilise the Operating businesses for the operational stage(s) - HS2 Infrastructure Manager; Train and Station Operations – as Proxy Operator until such time as the DfT has put in place the initial Train and Station Operators; and Rolling Stock Owner; and
4.   Ensure that the assumptions and benefits proposed in the business case are consistent with the vision for the operational railway and are deliverable.
 
ACCOUNTABILITIES
Reporting to the Commercial Director in HS2 ID, the Operational Energy Strategy Lead will be the key point of contact for operational energy-related issues in ID. Accordingly, the post holder will lead a diverse range of procurement, planning, project implementation and stakeholder management activities to ensure that energy supply contracts are in place for the commissioning and operation of HS2, and that the requisite resources (including people), systems, processes and technologies are in place to maximise the opportunities for HS2 to minimise energy use, minimise CO2 emissions and achieve value for money in respect of energy costs.
 
Specific accountabilities are set out below:
 
  • Lead and successfully manage the implementation of HS2 Ltd’s Energy Strategy for operations, including but not limited to the timely procurement of energy for HS2 commissioning and operations in a way that delivers the objectives of the strategy, i.e., Security of Supply, carbon reduction, Cost Optimisation, Cost certainty, etc;
  • Identify and size the resource needs (i.e., people) required to implement the strategy, robustly manage HS2’s energy use during commissioning and operations, and perform other energy-related tasks, such as cost reconciliation and cost allocation, e.g., where energy costs are shared with other organisations;
  • Specify and implement technologies, requirements and systems for accurate energy data collection and analyses (i.e., Energy Data Management Systems), energy costs reconciliation and allocation, and for reporting of HS2’s energy use during operations;
  • Ensure that the costs of future resources and other operational costs related to the energy function, are appropriately captured in the HS2 Ltd’s Opex costs estimates;
  • Coordinate and work collaboratively with colleagues across HS2 Ltd to develop and communicate strategies, processes and policies for efficient energy management, in advance of commencement of HS2 operations. Amongst other things, this will involve the development of approaches for cultivating energy efficient behaviours amongst staff, passengers and suppliers when the scheme is operational;
  • Develop and embed processes for monitoring and improving energy performance, including energy audits and surveys, performance tests and investigations, that will enable continuous improvements in HS2’s energy performance during operations;
  • Identify and embed appropriate standards and certification (e.g., ISO 50001)that will enable HS2 to manage and report its operational energy performance in a way that will be credible with its wide spectrum of stakeholders;
  • Keep up to date with industry and energy best practice, and engage other railway infrastructure operators, Train Operating companies, Industry bodies, Academic Institutions, energy suppliers, and other relevant organisations, with a view to collaborative working and adopting best practice;
  • Ensure that all relevant internal and external stakeholders, including the Infrastructure Panel and Department for Transport (DfT), are kept informed of HS2 Ltd’s strategies and plans for energy management during operations, and progress in implementing these strategies and plans.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.

SKILLS
  • Demonstrable leadership skills acquired from leading diverse teams, including matrix teams and consultants;

  • Ability to identify and resolve issues and project risks, by working collaboratively to find solutions and remedies.

KNOWLEDGE
  • An excellent understanding of energy planning and energy strategy development, and the benefits that these can provide to an organisation in terms of cost optimisation, mitigation of carbon impacts, etc.;
  • Demonstrable knowledge and expertise in energy procurement, energy management and energy innovation;
  • Knowledge of project management tools and approaches and how these can be utilised to successfully implement energy-related initiatives.

TYPE OF EXPERIENCE
  • Experience in defining an energy strategy, creating a road map in line with business goals and objectives to achieve it, and managing a programme of activities to deliver it;
  • Commercial and or contractual experience in the procurement of energy – could work for energy consumer or energy supply
  • Experience managing and negotiating with multiple stakeholder both governmental such a Department of Transport and or Department of Energy & Climate Change ( DECC ), National Grid and energy sppliers.
  • Demonstrable experience in planning and strategy, and of building teams and programmes of work from the ground up;
  • Experience of specifying requirements for new processes, technologies and systems in the energy context;
  • Successful track record of using leadership experience, communication skills and competence to manage internal and external stakeholders at all levels;
  • Experience in managing project budgets within a defined funding envelope.

DECISION MAKING
The post holder will have the following decision-making authority:
  • The post holder will take decisions on behalf of the Commercial Director, Infrastructure Management on issues relating to the implementation of HS2 Ltd’s Energy Strategy for operations;
  • The post holder will make decisions with respect to the leadership, management and delivery of HS2 Ltd’s energy strategy ;
  • The post holder will make decisions regarding the day to day management and delivery of the projects and activities required for implementation of the energy strategy;
  • The post holder will have the authority to manage the project budget within the agreed stage gates and  funding envelope;
  • The post holder will have the authority to recommend changes to the planned energy approach, and making the case to the appropriate governance panels;
  • The post holder will have the authority to make decisions in relation to project risk escalation;
  • The post holder will be expected to mitigate risks to the business and the project by adopting robust governance methodology, monitoring, processes and enforcement (in accordance with HS2 Policies, Strategies and Standards).
The following decisions are referred for approval to Infrastructure Panel:
  • Major changes to the scope, budget and delivery of the project.
