Description
As the Senior Commercial Manager (Rolling Stock Contract) you will be responsible for commercial management of the contract between HS2 Ltd. and the selected Train Manufacturer & Maintainer (TMM) for the first fleet of Rolling Stock to be procured for the new High Speed Two (HS2) railway, supporting the Head of the Phase One Rolling Stock Project in the management of the supplier.

The Infrastructure Directorate is responsible for developing the Project Requirements Specifications against which the delivery phases will be asked to deliver the overall HS2 programme. In addition, the Directorate manages the delivery of the Rolling Stock.

This role fits within the Rolling Stock and Depots department who are accountable for the procurement, integration and delivery of the Rolling Stock for the overall HS2 programme. The department are also responsible for integration of the Rolling Stock with the railway and the supporting depots.

The size of the contract is huge - c£2.7bn and includes purchase of trains and also the maintenance of them.


About the role:

  • Manage the integration of the selected Train Manufacturer and Maintainer’s tender submission into the Manufacture and Supply Agreement / Train Services Agreement in the final stages of the procurement (due to award in March 2020).
  • Support the Head of Phase 1 Rolling Stock Project by informing and supporting the development of the Contract Management Plan, through the life of the contract, and by attending Project Review Meetings, both internal and with the TMM.
  • Working with the Head of Phase 1 Rolling Stock Project, ensure delivery of the Rolling Stock contract requirements to the required time, cost and quality metrics.
  • Working with the Head of Phase 1 Rolling Stock Project and the responsible Commercial Managers, manage the commercial interfaces with all other inter-related contracts (such as Rail Systems packages) to support delivery of the HS2 programme objectives.
  • Support and facilitate the interface with the West Coast Partner as Future Operator. Manage the commercial transition of the initial maintenance contract for the rolling stock from HS2 Ltd. to the West Coast Partner.
  • Responsible for all through-life commercial activities and ensuring that fair and effective commercial management processes are implemented and maintained during the entire project.
  • Develop and execute a Contract Management Plan to ensure the effective commercial management of contractual obligations, reporting requirements, deliverables, change and payments for the rolling stock.
  • Manage all project commercial communication in accordance with the Contract Management Plan. Provide periodic reporting and presenting of cost data and compensation events, as well as any relevant advice to the project delivery team(s).
  • Support, if required, the introduction of Private Finance to the existing contract structure, as and may be required, by leading the transition of responsibilities in relation to the relevant areas of the contract.
  • With the Finance Business partner, monitor project capital spend and EAC, pro-actively manage commercial changes on the project, and pro-actively manage the project risk register in relation to the commercial aspects of the contract.
  • Lead and manage accounts settlement, including management of milestone payments. Pro-actively manage any commercial disputes or claims, seeking appropriate external support, where required.
  • Actively promote and embed Equality Diversity and Inclusion (EDI) and support and comply with all organisational initiatives, policies and procedures on EDI.
 
Qualifications
 

About You:

  • Experience in managing throughout the entire life cycle of bespoke major product supply contracts from initial negotiation to delivery and contract close.  You could work in aerospace, defence, aviation, train supply industry etc. and have experience of similar sized contracts.
  • Experience in the interaction of product supply contracts with construction contracts;
  • Experience of key stakeholder management in a programme context;
  • Understanding of application of contract and procurement law;
  • Membership of the Institute of Commercial Management (ICM) or a similar and relevant recognised professional body;
  • Ability to plan, implement and manage large, complex commercial interactions within and between projects;
  • Ability to collaborate with and listen to teams and individuals;
  • Ability to innovate and deliver value for money.
