Job title: Phase 1 Sponsor Reporting to: Phase 1 Senior Sponsor Directorate: CFO – (Chief Financial Officer Directorate) Location: London (Euston) or Birmingham (Snowhill)
JOB PURPOSE
The Phase 1 Sponsor reports to the Phase 1 Senior Sponsor and is responsible for sponsorship of a particular sector (or sectors) within the Phase 1 Programme. The purpose of the role is to:
- Support the Phase 1 Senior Sponsor to discharge their accountabilities;
- Communicate requirements and constraints to Sector Teams;
- Independently challenge those accountable for delivery so that HS2 successfully achieves its benefits/outcomes; and
- Manage key external relationships and expectations (in particular DfT, Local Authorities, TfL and Network Rail).
ROLE OF DIRECTORATE/DEPARTMENT
The Sponsorship Directorate maintains the focus within Phase One, Phase Two and Infrastructure Directorate on achieving the outcomes and benefits which they are accountable for realising. In doing so, the Sponsorship Directorate has three key accountabilities:

Enabling the outcomes and benefits attributed to each Directorate to be realised (what).
- Clearly articulating the requirements and benefits to be achieved for each Area and constituent Projects that flow down from HS2 Ltd's statutory obligations as set out within the HS2 Business Case, the HS2 Act and the HS2 Development Agreement.

Providing checks and balances, on behalf of HS2 Ltd, by constructively challenging those accountable for delivery (how).
- Outcomes and benefits will be achieved safely, on time, to budget and to the right quality.
- Projects are fit to progress to the next stage.
- Assessing the impact of proposed change to the overall Business Case, Development Agreement, Programme Requirements and Outcomes.
- Managing key external relationships, particularly DfT and other 3rd party Client bodies, and acting as the focal point for formal communications (who).
- Managing the Development Agreement (DA) and Framework Document - and ensuring HS2 Ltd.'s corporate obligations are being delivered;
- Setting the standard, process and approach for benefits management, capability development & reporting; and
- Providing economic and commercial analysis services to support business case development and passenger demand modelling and analysis.
- ACCOUNTABILITIES
- Responsible for the vital structured flow of requirements incorporated within the statutory and contractual framework provided by the DfT. This includes the Business Case, the HS2 Act (including Undertakings and Assurances) and the Development Agreement.
- Working closely with the Infrastructure Directorate, responsible for flowing down and disaggregating the requirements relating to a particular sector within Phase One.
- Maintains an up to date version of the requirements for a particular sector, subject to change governance. It is the responsibility of the content owner to validate the descriptions, together with the underlying data.
- Assesses the impact of incorporating the proposed change within a particular sector. Following consideration, ensures approved changes are actioned by the Sector team.
- Assesses the impact of all proposed relevant sector changes to the Business Case, Development Agreement, Programme Requirements and Outcomes, ensuring that the other areas of HS2 Ltd, its partners and DfT have been properly consulted so that the full impact of the change is clearly understood.
- Updates requirements in line with approved changes.
- Provides control and assurance that the HS2 Ltd commitments and obligations for a particular sector are being met.
- Acts as the sector focal point for managing key external relationships such as the DfT, Local Authorities, TfL and Network Rail.
- Behaves in accordance with the HS2 Ltd values (integrity, leadership, respect and safety).
REQUIRED CRITERIA
SKILLS
- Influencing and Negotiation Skills - to provide effective and constructive challenge to Delivery Teams in order to ensure successful delivery in accordance with the Sponsor’s Requirements.
- Communication Skills - including presentations, analyses and reports.
- Problem Solving Skills – including the ability to identify and communicate complex issues and solutions.
- Stakeholder management skills – including identifying and protecting HS2 Ltd from scope creep.
- Ability to work in a complex programme environment managing high level relationships with organisations such as DfT, Local Authorities, TfL, Network Rail, HM Treasury, Infrastructure Projects Authority.
- Ability to understand and articulate complex technical issues outside of their own discipline.
- Ability to manage multiple tasks and prioritise key issues
KNOWLEDGE
- Knowledge of all stages of the project lifecycle.
- Commercial Understanding of investment schemes.
- Knowledge of sponsorship relationships between government departments and non-departmental bodies or other similar strategic relationships.
- Understanding and interpreting of Sponsor Requirements.
TYPE OF EXPERIENCE
- Experience of complex investment schemes and of project sponsorship.
- Experience of working on a complex programme managing high level relationships with organisations such as Government Departments, Network Rail, HM Treasury, Major Projects Authority.
- Experience of project gateway or similar governance processes.

The post holder can decide the following:
- The role requires management and communication skills, to engage with those accountable for delivery and demonstrate to key stakeholders that HS2 is on track and effectively managed. The post holder will have the ability to successfully manage stakeholders’ expectations and ensure successful and safe outcomes for the programme.
- The post holder will be consulted on decisions relating to sponsorship, policy, business case and programme & project management matters, such as the allocation of budgets within agreed financial limits and management of the allocation of day to day Sponsorship duties.

- The development and construction of HS2 involves managing multi-faceted stakeholders with differing and sometime conflicting opinions and requirements.
