- JOB PURPOSE
1 Project Engineer is required within the Hybrid Bill Team for the Phase 2b and another Project Engineer is required in the Scheme Design Team with Phase 2a.
- REPORTING RELATIONSHIPS
The Project Engineer will operate within the Delivery team reporting directly to the Senior Project Engineer.
The role is based in Birmingham but there will be travel to locations along the line of route.
- ACCOUNTABILITIES
- Manage the delivery of safe and affordable design solutions that meet requirements and ensure value for money at each stage of the HS2 development.
- Support consultants, drawing on expertise from within HS2, to inform and deliver design work that complies with requirements.
- Identify and assess design risks within the project and ensure they are fully considered within the design process.
- Review and ensure that technical submissions comply with the accepted format and design requirements.
- Assure products delivered by the Consultant and using HS2 systems to provide an evidenced based audit trail.
- Attend public consultation and planning forums, working with local communities identifying priorities.
- Support the Senior Project Engineer in liaising with external stakeholders fully capturing their input and balance that with the overall HS2 business and technical requirements.
- Explore opportunities for developing local community benefits and solutions under the direction of the Area Manager.
- Identify and explore Value Engineering opportunities.
- Present design recommendations to the Senior Project Engineer and appropriate HS2 forums.
- Support environment colleagues in developing of the Environmental Statement.
- Support the development of hybrid Bill documentation, and when within parliament provide technical engineering input, designs, documentation and responses to support the passage of the hybrid Bill.
- KNOWLEDGE, SKILLS, EXPERIENCE
- Degree in Civil or Mechanical Engineering.
- Achieved or working towards professional member status.
- Demonstrable knowledge of engineering design principles achieving optimal design outputs.
- Extensive experience of design and engineering, ranging from feasibility to detail design, working on a large, complex infrastructure project.
- Ability to carry out robust independent checks on a wide variety of designs and produce, interpret and assess specifications, standards and technical reports.
- Ability to resolve complex design problems, demonstrating a tenacious approach tackling problems whilst maintaining attention to detail.
- Strong stakeholder engagement experience identified by the ability to establish and maintain working relationships with a range of multidisciplinary stakeholders, demonstrating strong influencing skills.
- Ability to communicate, engage and influence a variety of external stakeholders at public forums.
- Ability to communicate complex issues to stakeholders in a clear and understandable manner.
- Strong written and spoken communication skills, strong interpersonal and influencing skills.
- Strong planning and organisational skills, delivering under pressure meeting tight deadlines whilst gathering input from other functions.
- Experience of consultant management and compliance.
- Strong Project Management skills
- Experience / knowledge of working on projects which include environmental assessment and / or engaging with stakeholders and the local community.

4. DECISION MAKING
- The Engineer is responsible for delivery, supporting the Senior Project Engineer, working under their guidance within broadly defined technical guidelines.
- The Engineer will be responsible for making complex technical decisions with respect to the review and assessment of engineering design, dealing with internal stakeholders and consultancies ensuring compliance with standards and regulations.
- The Engineer will be required to influence others in decision making, although some highly complex decision making may be made in cooperation with the Senior Project Engineer.
- No direct budgetary responsibility but indirect impact on HS2 budget.
- No direct line management responsibility but will be responsible for managing the delivery and quality of submission by the consultants.

OTHER CONTEXTUAL
- The Project Engineer within Phase 2a works in scheme design (not hybrid bill).
- The Project Engineer within Phase 2b works within the Hybrid Bill Delivery team providing an important specialist engineering role, supporting the Senior Project Engineer. This role involves interaction with multidisciplinary teams across engineering functions and consultation with communities.
- Work is allocated in relation to a specific section of the route (2x Community Areas) and involves regular travel to meetings and events outside the normal place of work, requiring flexible working in meeting project deadlines.
