Description
Role Purpose

Support the management of risk within the project, through overseeing the general risk activities of the team’s risk engineers and analysing data to identify & evaluate risk for the HS2 project.

Reports TO:

  • Project Controls Manager – On project
  • Project Controls Functional Manager - Functionally
  • PERM Manager – Functionally 

Accountabilities

Resource responsibility:
  • Line management – Could be assigned personnel to supervise (TBD)
  • Supervisory – Oversight of delivery area risk managers’ work load and  reporting schedule.
  • Assurance responsibility – Undertake all responsibilities and tasks in accordance with project charter, policies, strategies, processes, and procedures.
  • Environment, safety and environment (ES&H) – Proactive commitment to achieving zero injuries, zero incidents and zero compromise.

Key Responsibiltiies

  • Act as the risk manager for the HS2 project; manage and guide others in relation to use of risk management data
  • Provide leadership and guidance in risk management and ensure that principles and procedures are applied to all  stages of the project lifecycle, to allocate area of programme
  • Manage project risk (opportunities and threats) through the facilitation of risk workshops at all levels from strategic to function/task level; assist risk team members as necessary.
  • Support the Risk and Change Control Manager in ensuring that all project team members comply with the risk management strategy, plans and procedures, and other risk specific requirements for their assigned scope of work.
  • Administer project ARM risk database and ensure quality and accuracy of data therein; maintain, update records, and review risk team updates to ensure a high standard of risk management data.
  • Responsible of the production of detailed project risk reports
  • Support continuous improvement of risk management activities within the project team through identifying and recommending improvements for implementation.
  • Administrator for the risk tools and systems that provide the interface between engineers, project managers, planners, and cost engineers.
  • Comply with risk management plans and procedures; maintain team standards.
  • Carry out risk treatment planning and control activities as necessary.
  • Evaluate cost and schedule uncertainty to determine risk; produce analysis and reports as necessary.
  • Promote the joint evaluation of risks with contractors to establish a basis for risk sharing and incentives.
  • Oversee and supervise delivery area risk managers (if applicable)

Person Specification
  • Degree, relevant experience, and/or qualifications in risk management

Skills & Experience
  • Essentail
  • Expert level experience in using ARM, @Risk, and Primavera Risk Analysis risk management tools
  • Sound knowledge of risk management processes and procedures
  • Experience in producing detailed programme and project level risk management reports to tight deadlines
  • Demonstrated experience of delivering high standard risk management function within construction or engineering industry
  • Comfortable in producing high quality presentations and training sessions
  • Able to articulate schedule risk data to non-specialist audiences
  • Problem solving skills, able to demonstrate complex, quantitative research and analytical thinking
  • Motivation skills, able to work autonomously or in a team environment, motivating self and others. 
  • Able to build and manage working relationships both internally in HS2, and Bechtel.
  • Able to modelling complex cost, schedule and risk models in a number of applications, commensurate to maturity of projects and programmes
