Description
1.            JOB PURPOSE
 
The Cost Manager will support the Senior Cost Manager in estimating, forecasting and monitoring actual spend in relation to property acquisitions, compensation schemes and other areas of the Land and Property budget.

2.            ROLE OF DIRECTORATE/DEPARTMENT
  • The Land and Property Team are responsible for
  • Acquisition of over £6 billion of land and properties over the two Phases of HS2 delivery
  • Assessment of thousands of applications for acquisition under statutory blight and discretionary schemes
  • Negotiation with hundreds of petitioners in the Hybrid Bill process
  • Acquisition of Land required by HS2 for the construction of the railway
 
3.            ACCOUNTABILITIES:
  • Provide point of contact for all cost reporting and cost intelligence
  • Work closely with the Senior Cost Manager to maintain cost models; to ensure accurate reporting, benchmarking and analysis of land and property costs
  • Work closely with the scheduling team to ensure integration and alignment of property cost models and schedules
  • Manage estimating and cost planning activities, to include taking ownership of routine cost reporting and cost variance analyses
  • Ensure that Property Cost Estimate (PCE) variances and change control processes are managed effectively to achieve delivery of the Land and Property cost baseline
  • Ensure that cost checking and valuation work is managed effectively, providing appropriate controls and governance around budgets
  • Develop the costing for property acquisition notices, and track the maturity of claims against notices
  • Take a lead role in interfacing with Land and Property teams and where appropriate the supply chain, to establish robust cost controls and reporting
 
5.      REQUIRED CRITERIA
SKILLS
  • IT skills particularly in MS Excel or equivalent
  • Ability to prepare, review and update project budgets
  • Ability to check cost data for accuracy and integrity
  • Ability to assimilate and convert data into meaningful management reports
  • Able to analytically review areas of concern and liaise with project managers and senior management to address
  • Able to develop and deliver weekly, monthly  and ad-hoc management reports that are timely, accurate and actionable
  • Ability to assess financial risks and contribute to the risk register as appropriate
  • Communication skills; specifically the ability to present cost work concisely

  • KNOWLEDGE
  • Knowledge of cost systems, such as SAP, Oracle and Prism
  • Knowledge of forecasting, estimating and budgeting techniques
  • Understanding of complex and diverging valuation, forecasting and actual cost data
  •  
  • TYPE OF EXPERIENCE
  • Experience of operating proactively in a demanding cost management environment
  • Experience within a similar environment – complex project, programme, property portfolio cost management
  • Experience of resolving complex estimating and forecasting problems
  • Experience of working with complex cost datasets
  • Experience of delivering work to time, cost and quality requirements

Supporting the senior management team in Land and Property to be able to make strategic decisions

8.      KEY CONTACTS
  • The Land and Property Teams – weekly interaction to support cost forecasting and governance regime
  • HS2 Finance – weekly meetings for reconciliation of property cost estimates and management of cost governance/forecasting regime
  • External Framework Suppliers – ad hoc meetings as needed
  • DfT Property and Policy Teams – ad hoc and governance meetings as required
 
 9.     COMPLEXITY
  • The role will handle daily requests for cost information and analysis; this requires flexibility and an appreciation of the needs of the wider business
  • The Compulsory Purchase Order process and Discretionary Schemes policies mean that cost estimating and forecasting is influenced by a complex framework of statutory requirements
  • High volumes of information and data will need an accurate and consistent approach across the team
