- Working on a contract basis for a major international project managment consultancy seconded into the High Speed 2 Land and Property Team reporting to the Project Controls Team, based in HS2 Birmingham City Centre offices, Snowhill.
1. JOB PURPOSE
Oversee and develop a detailed schedule for Land and Property, including interfacing with Construction and Development teams to ensure integration of plans and consistency with corporate requirements.

3. ROLE OF DIRECTORATE/DEPARTMENT
The Land and Property Team are responsible for:
- Acquisition of over £6 billion of land and properties over the two Phases of HS2 delivery
- Assessment of thousands of applications for acquisition under statutory blight and discretionary schemes
- Negotiation with hundreds of petitioners in the Hybrid Bill process
- Acquisition of Land required by HS2 for the construction of the railway
4. ACCOUNTABILITIES:- Create, maintain and review Land and Property schedules and plans that align to the overall requirements of HS2 plans
- Liaise with key stakeholders to discuss the status of tasks and milestones in order to maintain the currency and accuracy of Land and Property plans, in particular with the Programme Management function in Land and Property
- Lead ‘what-if’ scenario planning in order to identify solutions to programme/project conflicts; present outcomes from analysis to senior stakeholders within Land and Property
- Manage and monitor processes to integrate scheduling from across all projects and work streams within Land and Property
- Liaise with Planners from Phase 1 Construction and Phase 2 Development teams; identifying emerging issues and ensuring Land and Property maintain visibility and focus on the HS2 Critical Path.
- Provide inputs to, and support for, Quantitative Schedule Risk Analysis
- Ensure the status of the Land and Property programme is regularly updated to the wider Land and Property team (particularly the Programme Management functions) through routine and ad hoc reporting
- Develop and manage links between schedule and the Property Cost Estimate, supporting the phasing of Land and Property’s spend profile
- Collaborate with project delivery teams and external stakeholders (including suppliers, regulatory bodies, and the Department for Transport) where necessary to integrate all time, cost and quality information to support the monitoring of project performance
- Problem solving and ad-hoc planning activities as required
5. REQUIRED CRITERIA
SKILLS- IT skills, particularly in MS Excel and Project (or equivalent) software
- Ability to manage and execute schedules within planning tools, in particular Primavera (P6)
- Ability to load schedules with cost and resource, in order to provide analysis
- Communication skills, to effectively engage, promote and influence across a large range of stakeholders
- Analytically review areas of concern and liaise with project managers and senior management to address issues
- Development and delivery of weekly, monthly and ad-hoc management reports that are timely, accurate and actionable
- Ability to assess delivery and financial risks, contributing to Quantitative Risk Analysis and Risk Register updates
KNOWLEDGE- Knowledge of planning tools and techniques
- Knowledge of software packages used to manage and analyse schedules
- Knowledge of project and programme management

7. DIMENSIONS- Land and Property has numerous internal work streams spanning land acquisition, land access and capability delivery (e.g. procurement, systems), all of which have schedules which need to be tracked and monitored
- Land and Property provides outcomes, in particular access to parcels of land, for Construction and Development Phases; integration of complex schedules is critical to overall programme delivery
- Part of the Land and Property Team of 90+
Programme Management functions within Land and Property – regular updates to maintain accuracy and integrity of the schedule
The Land and Property Senior Management Team – providing routine reporting and the outcomes of scenario testing
Construction and Development planning teams – to integrate schedules
9. COMPLEXITY- The role is operating within an environment where requirements and priorities regularly change, requiring flexibility and a pragmatic delivery focus
- The role will require an understanding of the technicalities of the land access and acquisition domains and an ability to understand risks and dependencies within Phase 1 Construction’s civil engineering programme and Phase 2 Development’s hybrid Bill programme
- High volumes of information and data will need an accurate and consistent approach
