Description

Job title:                        Risk Manager 
Reporting to:                 Head of Risk Phase Two  Directorate
Phase Two  Location:    Birmingham 
 
JOB PURPOSE
  1.1
 Provide risk management services to project and programme teams as set out in risk management  policies, strategy processes and procedures.   
 
ACCOUNTABILITIES 
2.1 Provide leadership and guidance in risk management and ensure that principles are applied to all  stages of the project lifecycle, to allocate area of programme. 
2.2 Proactively ensure that all projects comply with the risk management procedures. 
2.3 Manage and guide others in relation to use of risk management data.  2.4 Promote the joint evaluation of risks with contractors to establish a basis for risk sharing and 
 
3. KNOWLEDGE, SKILLS, EXPERIENCE  
3.1 Knowledge  
3.1.1 Demonstrable technical knowledge of all aspects of project and programme risk management and  techniques. 
3.1.2 Knowledge of current project management and project control processes, particularly on major  infrastructure and/or rail projects. 
3.2 Skills  
3.2.1 Modelling skills able to build complex cost, schedule and risk models in a number of applications, commensurate to maturity of projects and programmes.  
3.2.2 Risk management skills able to develop and implement appropriate risk management actions for identified risks across projects. 
3.2.3 Communication skills able to build and manage working relationships both internally in HS2 Ltd and externally with all  stakeholders.  able to explain risk assessments to non‐specialists, 
3.2.4 Organisational skills able to deliver outputs to tight deadlines in a highly pressured environment demonstrating flexibility, determination and resilience. 
3.2.5 Problem Solving skills able to demonstrate complex, quantitative research and analytical thinking.    
3.2.6 Motivation skills able to work autonomously or in a team environment, motivating self and others. 
3.3 Experience  3.3.1 Demonstrable experience in a project risk role within large‐infrastructure projects/commercial  construction projects.   

4. DECISION MAKING

  • 4.1 Jobholder will make significant operational decisions regarding risk management elements of projects  and will provide risk management expert professional advice to inform decision making.   


5. FACTS AND FIGURES 
5.1 No direct budget but significant impact on the overall HS2 budget. 
5.2 Directly manages a team of approximately 1 or 2 people. 
5.3 Provides risk management support and direction to project team members.

6. OTHER CONTEXTUAL 
6.1 The Risk Manager reports to the Risk Lead.    
 
7. HEALTH AND SAFETY  
7.1 Take reasonable care to ensure your own and others’ health and safety – including those who may be affected by the delivery of this role – by taking personal responsibility for working to the HS2 S.A.F.E  programme principles. 
7.2 Cooperate with HS2 in all matters relating to health and safety, including following safe working    procedures at all times and not interfering with measures in place to protect your health, safety or  welfare. 
7.3 Advocate and promote the company’s well‐being strategy and policies.
