The Job

1. JOB PURPOSE

1.1 The Value Management Lead is responsible for leading in driving out cost savings throughout the Phase Two development process. The role focuses on ensuring delivery of the actions set out in the International Benchmarking Study whilst ensuring that the design continues to meet the requirements of the remit set out by the Department for Transport.

1.2 The role includes assisting leading the ongoing review of scope, costs and requirements to ensure that the best value solutions are identified and included within the design to enable Phase Two to be delivered within the available capital budget and to achieve cost saving targets.

2. ORGANISATIONAL CONTEXT

2.1 HS2 Limited has been commissioned by the Secretary of State for Transport to develop proposals in respect of HS2, looking to deliver increased capacity on a high speed route between London and Birmingham as part of ‘Phase One', and a further Phase of additional capacity between Birmingham and Manchester, and Leeds, known as ‘Phase Two'.

2.2 The Phase Two project has a number of milestones to achieve, including a design freeze and route decision, before submission of materials for the hybrid Bill process, currently envisaged to take place in 2019. The process through to submission of the hybrid Bill requires significant design development and the production of key products such as the environmental statement in line with Department for Transport remits.

2.3 In October 2014 the PrimeMinister and Chancellor set out their aspiration of creating a Northern Power House to grow the economies of the North through improved transport links. The development of this infrastructure needs to be aligned with the HS2 infrastructure to facilitate the introduction of future infrastructure schemes. Additionally, the Department for Transport may choose to develop further options over the development lifecycle for Phase Two B which requires appropriate coordination.

3. RESPONSIBILITIES

  • 3.1 The Value Management Lead is responsible fora number of areas, including: i. developing a plan to deliver cost challenge across the Phase Two Development Scope;
  • ii. the roll out of the challenge programme and ensuring that cost savings targets are delivered;
  • iii. identifying key intervention points and putting in place plans for appropriate work ton deliver savings and demonstrably value driven design solutions;
  • iv. work with other directorates to ensure that there is clarity over Scope of design standards and the Train Service Scope and the appropriate selection of these to deliver a value solution;
  • v. facilitate / lead value engineering workshops and other interventions to optimise design solutions;
  • vi. manage quantities of textual and numerical data utilising Excel or similar systems
  • vii. work with the project controls team members to ensure challenge is applied to the cost model and that refinement of rates and quantities are applied as the design progresses;
  • viii. work with Development Partners and Professional Service Contractors to ensure that all aspects of design are focused on making cost led decisions to support delivery within budget;
  • ix. work with risk managers to ensure that the risk register and mitigation plans are appropriate and wherever possible identify interventions to allow risk reduction and avoidance in support of delivering within budget;
  • x. where necessary work with DfT to ensure that remit items that have cost issues are
  • flagged and their consequences clearly identified;
  • xi. work in collaboration with HS2 Internal Sponsor to ensure that the developing Phase Two proposals remain aligned with the overall HS2 objectives and are within the available budget;
  • xii. ensure all Phase Two products are reviewed for compliance with a cost led approach and that any potential issues are identified and where necessary modifications are incorporated;
  • xiii. lead work to bring forward potential changes to Scope and design to deliver cost savings and take these through the change panel process; and
  • xiv. Lead a team of two VLUW Engineers, one for the Eastern leg and one for the Western leg.

4. KNOWLEDGE, SKILLS, EXPERIENCE

  • 4.1 Experience of leading a team working on value engineering and design optimisation on major projects and programmes to achieve delivery within budget.
  • 4.2 Experience of value engineering processes on complex, major projects and programmes.
  • 4.3 Ability to challenge thinking and existing views in a positive manner to deliver improved outcomes.
  • 4.4 Ability to develop effective working relationships with a range of stakeholders at a senior level.
  • 4.5 Intermediate understanding of the technical requirements required in the development of a high speed railway.
  • 4.6 Experience of working with major Professional Services Contracts on delivery of technical outputs.
  • 4.7 Ability to work within a complex technical team to deliver against objectives.
  • 4.8 Some experience of negotiating and influencing skills.
  • 4.9 Literate with strong communication skills and an ability to translate complex technical
  • information.
  • 4.10 Developed awareness of dealing with sensitive information.
  • 4.11 Knowledge and understanding of major infrastructure projects and the required development process.
  • 4.12 Experience of working within complex governance regimes to achieve positive project outcomes.

5. DECISIONMAKING

5.1 The role carries no delegated authority, however, the person is expected to inputinto key decisions that are made by the Phase Two Development Director and the Change Panel.

6. FACTS AND FIGURES

6.1 The role has direct line management responsibility for two Value Engineers. The role has no budgetary responsibility, but is expected to manage input from Professional Services Contractors and members of the wider HS2 team.
