 INTRODUCTION
A new High Speed railway is being constructed better connect people across Britain. Requirements Manager reporting to the Head of Requirements and Assurance to  join the Infrastructure team challenged with the delivery of London to Birmingham route of a new High Speed Railway and enabling the transformation of Britain’s railway system. The successful candidate will work within the Project Engineering team and will be responsible to conduct a range of requirements engineering activities across a number of workstreams.
Following defined processes and liaising with the customer and technical experts, the candidate will be expected to develop and manage the requirements across the workstreams of the programme that form the baseline for the programme. These requirements will be used to verify and validate the implementation of the new infrastructure and systems used to transform our railway.
Responsibilities include working collaboratively within an integrated customer and supplier team to jointly deliver a requirements baseline ensuring that impacts to this baseline are beneficial, common and increase the efficiency and effectiveness of the delivery team.
 
1. JOB PURPOSE
·         Deliver and monitor effective requirements engineering practices to meet project delivery objectives (outputs, timescale and cost).
 
2. ACCOUNTABILITIES
·         Lead the development of requirements and assumptions for a Functional/ discipline and / or Area Team(s). Be able to demonstrate detailed understanding of requirements development and management to be implemented in the civils and railway systems projects.
·         Elicit, manage and maintain requirements using a variety of techniques such as interviews, document analysis, requirements workshops, etc.
·         Analyse and assess projects documents, such as plans, design documents, reports, strategies, etc. applying system engineering techniques to identify Sponsor/Stakeholder needs and decomposing them to demonstrate traceability.
·         Work consultatively and achieve agreements with stakeholders and third parties in agreeing their technical requirements and success criteria.
·         Work consultatively with other Directorates to agree and develop integrated programme wide requirements solution for the project.
·         Engage with the Technical and Delivery teams to define the acceptance criteria for the requirements including design approval, demonstration of capability, acceptance of equipment and operability as appropriate.
·         Maintain procedures and systems for requirements management in order to ensure a robust approach to requirements management within the project.
·         Enforce requirements development practices through the project and maintain quality in line with systems engineering best practices.
·         Produce requirements specifications templates and products.
 
3a. KNOWLEDGE, SKILLS, EXPERIENCE
The candidate shall:
·         Facilitate scoping and business priority setting for change initiatives of different size and complexity. Contributes to selection of the most appropriate means of representing business requirements in the context of a specific initiative, ensuring traceability back to source. Discovers and analyses requirements for fitness for purpose as well as adherence to business objectives and consistency, challenging positively as appropriate. Obtains formal agreement from Technical Directorate and stakeholders and recipients to scope and requirements and establishes a base-line on which delivery of a solution can commence. Manages requests for and the application of changes to base-lined requirements. Identifies the impact on business requirements of interim scenarios as well as the required end solution.
·         Select and use of tools and methods to establish, clarify and communicate the functional and non-functional requirements of system users, their characteristics and tasks, and identifies the technical, organisational and physical environment in which complex products or systems will operate.
·         Be knowledgeable with techniques covering a wide range of modelling situations. Model current and desired scenarios as directed. Selects appropriate modelling techniques for meeting assigned objectives. Gains agreement from subject matter experts to models produced. Reviews resulting models with stakeholders and gains resolution to resultant issues.
·         Review requirements specifications, defines verification and validation methods and activities against the project requirements. Supports the creation of Test Plans and Procedures. Interpret and execute verification and validation activities, mapping back to pre-determined acceptance criteria, recording and reporting outcomes. Provides specialist advice to support others. Analyses and report test activities and results. Identifies and reports issues and risks.
·         Be fully conversant of DOORS requirements management tool. Completely understands and applies requirements engineering practices, techniques, standards, principles, theories, and concepts. Possesses general knowledge of: Railway Group Standards (RGS), Technical Specification for Interoperability (TSI), railway engineering disciplines (e.g. Civils, Track, Signalling systems, Rolling Stock, Overhead Line Equipment, Telecommunications etc.).
·         Provide technical solutions to a wide range of difficult problems. Supports the development of solutions that are innovative, systematic, practicable, and consistent with organization objectives.
·         Determine and develop approaches to solutions. Receives general direction for work that is reviewed upon completion for adequacy in meeting objectives.
·         Contribute to the completion of delivery projects. Failure to obtain results, reaching erroneous decisions or making recommendations would typically result in serious programme delays and considerable expenditure of resources.
·         Interact frequently with inter-organisational personnel, stakeholders and external customers. Represents the organisation by providing solutions to difficult technical issues associated with specific railway projects.
 
3b. PERSONAL QUALITIES
·         Demonstrable working knowledge in the use and application of requirements and verification processes, ideally within the rail, construction and utility industries.
·         Demonstrable ability to deliver work under pressure and to tight deadlines.
·         Proven track record in client management of major projects and working with sponsors, regulatory bodies and other major stakeholders.
·         Analytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements.
·         Organisational skills, to work with the vast array of information gathered during elicitation and analysis and to cope with rapidly changing information.
·         Interpersonal skills to help negotiate priorities and to resolve conflicts among project stakeholders (such as customers, product management, and engineering).
 
 
 
·         Able to demonstrate ability to effectively communicate with non-technical and technical stakeholders.
·         Qualified to Honours Degree level in an Engineering subject.
 
4. DECISION MAKING
·         Advise on the suitability and completeness of requirements, specification and scope. Rejecting requirements were deemed necessary.
·         Review and respond to stakeholders (internal and external) on the integration of their requirements and assumptions.
·         Resolution of conflicting needs and departures and escalation where required.
·         Provide recommendations to change and decision panel on technical scope development.
·         Decide work commitments and priorities on a weekly basis.
 
5. FACTS AND FIGURES
·         The Requirements Manager will direct and supervise the work of Requirements Engineers and Requirements Administrators.
·         The role does not require financial sign-off.
 
6. OTHER CONTEXTUAL
·         Requirements Managers are required to engage with external stakeholders, sponsors, areas team and contractors.
·         The Requirements Managers are required to operate independently to deliver the requirements and assumptions relating their relevant area. They are also required to operate as part of the wider requirements team to ensure a coherent and complete requirements set is developed.
