- The “Project Development Manager” - Senior Design & Requirements Manager is required working within the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. The role is based within The Euston Partnership which is a non-corporate collaboration between Network Rail (NR) Infrastructure Limited and High Speed 2 (HS2) Ltd, under sponsorship from the Department for Transport (DfT) to optimise outcomes from the estimated £7.5bn public investment in Euston. Other stakeholders include TFL, Lendlease to name a few.

The “Project Development Manager”, Senior Design & Requirements Manager will be accountable for establishing the integrated requirements set for The Euston Partnership, the focus being Euston Station, gaining agreement for Design Requirements with both High Speed 2, Network Rail & the Dft with additional input from Leadlease & TFL. You will also be responsible for monitoring and managing changes to specification through an integrated process. Working within the Technical Integration Team of 10, part of The Euston Partnership reporting to the Design & Requirements Lead.
The role will focus on gaining agreement, workable noncontradictory requirements for high level design such as the Architectural Design vision.
Successful Candidate – Not a Requirement Specialist
Please note HS2 are not looking for a Requirements specialist this role would suit a Project Manager, Engineering Manager, Architect, or Building Surveyor etc. essentially, they are open to a range of backgrounds, however, they need someone who works within the Construction / Infrastructure sector (Euston Station is a complex building) and use to working on complex projects, with multiple disciplines, working within very complex stakeholder environments and have energy and passion to deliver in challenging environments. The successful candidate will be a superb communicator and ability to form relationships be collaborative and have an ability to negotiate and influence other. They will need to understand/ have an awareness of requirements (technical and non-technical) and worked to them in your role as PM, Engineering Manager etc. Other qualities will include organized & precise communicator.

Work Situation – Hybrid
The office location is London, Euston and they operate a flexible hybrid working model working 4/5 days a fortnight from the office - so 2 /3 days a week. Overall, this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
Salary £60,000 – 70,000 + Pen(6:12) + 25 days Hol (mid-point £65,580)
Duties and Responsibilities
- Lead in establishing the integrated technical requirements for the Euston Campus, in order to comply with external regulations and standards as well as meet the project objectives (outputs, timescale and cost).
- Engage with stakeholders and third parties in agreeing their technical requirements and acceptance activity.
- Engage with Delivery teams to oversee definition of acceptance criteria for the requirements including design approval, demonstration of capability, acceptance of equipment and operability as appropriate.
- Monitor and manage changes to specification through an integrated process for the Euston Campus.
- Responsible for integrating project requirements across contracts in order to meet TEP outputs for the capability and functionality of the Euston Campus.
- Maintain a robust and practical framework for capturing, disaggregating, and disseminating requirements from a top-down perspective into the technical and delivery organisations.
- Work to the integrated technical requirements plan and any associated process and procedures throughout TEP’s lifecycle. · Support communication and understanding of the integrated technical requirements and check requirements are being implemented and participate in audits of this when necessary.
- Confirm whether strict change control is maintained on scope development; evaluate cost, time and performance impacts in conjunction with development management.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.
Skills
- Ability to provide specialist technical support and leadership on discipline-specific, technical and engineering principles to project development/delivery teams and know when to seek further guidance from SMEs.
- Ability to communicate most discipline-specific technical ideas to colleagues, based largely on examples of application.
- Ability to apply many principles relating to standards, safety and the environment and able to articulate the rest.
- Applies principles and methods that ensure effective information management, modelling and data security; understands the approaches and consequences to data creation, transformation and visualisation and knowing when to seek guidance from SMEs.
Knowledge:
- Key technical capabilities – engineering and design, environment, asset management, design integration, engineering assurance, and technical standards and legislation.
- Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional requirements.
- Understanding of the relevant Regulatory/Legislative Frameworks..
- Relevant qualification to a degree level or the equivalent experience – engineering, surveyor, architect, Project Management, construction etc.
Type of Experience:
- Experience in managing multi-disciplinary engineering, design and safety standards, activity on large complex major projects/programmes within a complex infrastructure delivery programme.
- Experience of managing competing project, design, and engineering demands, with cost and schedule implications.
