- Ideally looking for a candidate with some albeit limited Project Controls experience with an understanding of either Change, Risk, Cost Management, or schedule management however, will be open to candidates from Assistant Project Manager, Engineering or Cost Management who understand the relationship between Change and its effects on cost and schedule. Happy for candidates to have Client, Contractor or consultancy background could be from a range of backgrounds rail, infrastructure, construction, Nuclear, Aviation, Energy, Oil & Gas, Utilities.
High Speed 2 the new multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. The Assistant Project Controls Manager is responsible for supporting the development of the project baseline across scope, time, cost, risk and quality for a development or delivery area of the HS2 Programme in this case the multi billion pound Main Civil Works Programme on Phase 1 (cuttings, bulk earthworks, bridges, viaducts). It will also support the analysis of performance against the baseline and highlight any trends or risks to support decision making. The role will support controls governance and change management to ensure all impacts to the baseline are assessed and managed
Working within the CFO (Chief Finance Officer) directorate which is integrated with he PMO office, the role will report to a Senior or Head of Project Controls with oversight of £500m - £1bn worth of work. The role will be Hybrid and based from the Integrated Project Team, co-located with the JV main contractors based from Coleshill.
Ideal Candidate
The successful candidate will have client, contractor or major consultancy background. Candidates could be from any major complex project background such as Rail, Construction, Infrastructure, Nuclear, Energy, Oil & Gas and ideally worked on large projects but not essential. You must have Knowledge of the fundamentals of one or more of the core Project Controls disciplines, including; Cost Management, Change Management and Risk Management. You will have an understanding of the fundamentals of Project and Commercial Management including cost delivery & schedule targets. The candidate should be analytical and able to analyse data and be IT system savvy but experience is not required working on specific system softwares (listed in Skills Primavera P6, Power BI, Prism etc. )
Working Relationship – Co-located
The client team are working alongside the main contractor (Co-located) in the same site offices, the role requires individuals with the correct behaviours – collaboration, engagement, stakeholder management skills who are able to drive the best from the relationship, pick up on problems as they arrive and resolve quickly rather than waiting and reviewing once the problem has manifested.
Role is site office based from Coleshill coupled with Hybrid working – expectation is to work 2/3 days a week from the site office and the rest of the time at home.

Accountabilities:
- To be responsible for supporting the development and maintenance of an integrated baseline across scope, time, cost, risk and quality and track performance for projects and contract.
- To be responsible for supporting and coordinating project controls activities within the supply chain, projects or contracts to assure the accuracy and quality of cost, risk and schedule information being captured.
- To be accountable for analysing the data and reports submitted to provide insights and trends on performance and risks to support decision making.
- To be responsible for supporting the periodic correlation of schedule, cost, quality and risk to drive expedient programme delivery and manage performance, and capturing and analysing cost data, including inputting cost data into HS2 data capture systems.
- To be responsible for reviewing supply chain programme submissions and update client schedules.
- To be accountable for supporting the identification and management of risks for a development or delivery area of the HS2 Programme, leveraging SME advice and technical knowledge from specialists to respond to project delays, issues and other challenges throughout the project.
- To be responsible for supporting and coordinating the change management process, ensuring impacts to the baseline are effectively assessed and managed.
- To be responsible for supporting the coordination and communication of the Period reporting cycle ensuring compliance with the reporting life cycle, and undertaking self- assessment of procedural compliance sharing lessons, and best practice within the Project Controls community.
- To be responsible for supporting the assurance of Project Controls Data and adhering with Project Management Office (PMO) and Project Controls policies, processes and standards across development and delivery areas.
Skills:
- Ability to communicate and develop relationships - Effective interpersonal skills, including tact and influence, with ability to be assertive without causing unnecessary conflict using effective verbal and written communication skills.
- Ability to solve problems – identifying problems and reviewing related information to develop and evaluate options and implement solutions.
- Data analysis - Ability to analyse and interpret data and producing accurate, timely and informative reports in multiple formats targeted to the needs of the audience.
- Presentation skills - Ability to present at Project level; Ability to support workshops to solve critical problems and; Ability to produce and present documents and reports to project and supply chain teams.
Knowledge:
- Knowledge of the fundamentals of one or more of the core Project Controls disciplines, including; Schedule Management, Cost Management, Change Management and Risk Management.
- Basic knowledge of the fundamentals of Project and Commercial Management including understanding of cost delivery, schedule targets.
Type of experience:
- Experience in a project controls role would consider Ass PM, Cost Manager, Engineering etc.
- Experience in one or more of the core project controls functions, including; baseline maintenance, schedule management, cost performance, change management, risk management and performance reporting.
- Experienced in the use of Microsoft applications (e.g. Outlook, Word, Excel, PowerPoint, etc.) or equivalent.
- Experience of supporting the facilitation and administration of project performance reviews and governance meetings.
