- Lead Test & Commissioning Manager
High Speed 2 the new multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester are seeking the Lead Test & Commissioning Engineer whom will act as the figure head for T&C across HS2, this role will lead the development and implementation of the test and commissioning (T&C) strategy for the HS2 railway, ensuring the necessary T&C scope is established to address programme requirements and relevant legislation. Establish initial testing plans to determine the time and resource requirements. Lead on the inclusion of these requirements within the wider programme planning activity.
Working within HS2’s system integration department the role reports to the Head of System integration and will be the Subject Matter Expert (SME) for Testing & Commissioning across the entire HS2 programme (Phase 1, 2a & 2b). This is a leadership & indeed significant role with communication & exposure to senior management within HS2 & leadership of your own team.
The Job holder will have a significant impact on the specification and award of the railway systems contracts through the definition of the test and commissioning requirements. The contracts are worth c£3 Bn across all phases of the project. The Lead T&C Engineer will have a significant impact on the commissioning phase of the programme with the potential to affect the Date In to Service.
Working Situation
Due to the pandemic the role is initially based from home and then will be either London (Euston) or Birmingham based. HS2 are a flexible employer, and there will be an element of flexible working on offer.
Salaries
London (pref) £85 – 94,560 + pen (6:12) + 25 hols
Birmingham £75 – 85,000 + pen (6:12) + 25 hols
Duties & Responsibilities
- Lead the development and implementation of the HS2 testing and commissioning strategy and standards, ensuring effective control over relevant programme risks, while achieving integration with the wider engineering, construction and operational strategies;
- Lead the planning of the railway testing and commissioning activities, ensuring that the scope of the plan addresses the need to demonstrate compliance with HS2 policies, programme requirements and legislation;
- Integrate the test and commissioning plan into the wider planning activities for
- the programme;
- Develop the contractual provisions to be placed on the supply chain in relation to test and commissioning;
- Support the development of the Construction Rule Book and lead on the content associated with test and commissioning;
- Support the development of the railway authorisation and approvals strategy and plans;
- Develop and implement the use of best practice and innovative engineering techniques, technologies and processes, driving consistency and helping to identify opportunities for efficiencies across Phase 1 and Phase 2 delivery teams;
- Provide oversight of the specification, procurement, implementation and use of the Systems Integration Facility (SIF) – Systems Test Facility.
Candidate Specification
The ideal candidate will be a Chartered Engineer (or equiv/working towards) with experience in defining and managing the commissioning of major multi-disciplinary railway systems on complex programmes – open to a range of projects including Network Rail, LUL, Tram, Control rooms, international programmes (high Speed / metro). Open to people from contractor or client background and indeed someone could be Signalling, Rolling Stock, OHL, Track etc – but must have had significant T&C Engineer role on a multi -disciplinary rail project with responsibilities for Test & Commissioning of all systems – with good understanding of the Mechanical & Electrical assets and software. Along side genuine leadership ability and strong communication skills
Skills:
- Ability to provide specialist technical support and leadership on all discipline specific scientific, technical and engineering principles to those working directly with project development / delivery teams in an area or phase.
- Ability to be a Standard Discipline Owner / Subject Matter Expert for Testing & Commissioning
- Able to provide specialist technical, commercial management and leadership skills to support project development / delivery teams.
- Ability to communicate most discipline-specific technical ideas to colleagues, based largely on examples of application.
- Ability to apply many principles relating to standards, safety and the environment and able to articulate the rest.
- Applies principles and methods that ensure effective information management, modelling and data security; understands the approaches and consequences to data creation, transformation and visualisation and knowing when to seek guidance from another Subject Matter Expert or others
Knowledge:
- Applicable UK construction regulations including CDM requirements.
- The application of the Common Safety Method (CSM) for risk evaluation and assessment.
- Understanding of the rail industry Regulatory/Legislative Framework relevant to HS2
- Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional requirements.
- General understanding of railway systems technology
- Chartered Engineer/Membership of an appropriate professional institution or working towards this with the equivalent experience.
Type of Experience:
- Experience in defining and managing the commissioning of multi-disciplinary railway systems on complex programmes.
- Experience of managing competing project and engineering demands, with cost and schedule implications.
