- Description
- Working on the new build of a High-Speed railway project in the UK – I am looking for a 3 Procurement Manager to work within the Corporate Services procurement team. The role will primarily be procuring professional services such as HR, Legal, Accountancy, Construction Professional Services etc.The successful candidate must have full end to end OJEU procurement experience having delivered multiple OJEU procurements, and will have recent experience working on professional services contracts delivering procurements through the full end to end OJEU process. You will also have delivered procurements using the public sector regulations (PCR) or utility sector regulations (UCR)The roles is initially working from Home, after which the organisation will decide whether it’s safe to move to a mixture of home and office (Birmingham city centre). Working within the Corporate Procurement Team within this landmark infrastructure project delivering major corporate procurement projects end-to-end, developing procurement documentation in line with internal and external governance.

Overview of Corporate Procurement TeamThe Corporate (indirect) Procurement team is 22 strong and sits within the Procurement Operations team and are responsible for procuring all HS2 Ltd contracts above £10k that are not Construction or Train related. You will be responsible for procurement projects typically between £10k and £10m, typically managing your own portfolio of circa 5-8 project at any one time utilising a range of routes to market - open, framework call off's (CCS), negotiated etc. You must have experience and confidence to decide on the best route to market.The Corporate Procurement team work with all departments to include procurement activities in relation to: Identification of business need, Scope development, Procurement strategy, Supplier qualification, Tender process, Award decision, Contract placement and execution. The team manage a pipeline of activities that have been initiated via a business planning process, including a review make vs. buy and ensures compliance with Utilities Contract Regulations.
Duties & Responsibilities- Manage procurements through the procurement life-cycle stages from identifying the business need to contract award drawing on internal and external resources as required;
- Advise on applicable EU and UK procurement legislation and developments, applicable government policies and procurement routes.
- Promote importance of procurement across business units and best practice through continuous improvement so that procurement processes are effective in delivering company objectives;
- Manage the e-procurement solution for specific projects ensuring all projects are advertised sufficiently, information is correct and meets all UK government transparency requirements and EU procurement legislation;
- Participate in team meetings for procurement, provide specialist guidance and enable the implementation of policy, projects and change initiatives; and
- Provide monthly reports to the Procurement Operations Director which evidence successful delivery of projects.
Required Criteria :
SKILLS
- Effective analytical and report writing skills;
- Effective time management and prioritisation skills;
- Membership of or willing to work towards, the Chartered Institute of Purchasing and Supply; and
- Able to build relationships and rapport with key internal, external stakeholders and suppliers.
KNOWLEDGE
- Awareness and understanding of procuring through OJEU, established Government frameworks and under the Utilities directives;
- Awareness of various forms of contract and contact drafting; and
- Knowledge and experience of working with or for publicly funded bodies including central government departments or regulated industry such as Utility or companies working on government frameworks who have to abide with regulated and strict procurement processes
TYPE OF EXPERIENCE- Experience of market engagement activities;
- Experience of compiling procurement documentations including tender and commercial documents whilst maintaining accuracy and quality;
- Experience of using e-tendering solutions; and
- Experience of procuring corporate services and other indirect projects – must have experience procurement professional services such as Legal, HR, Accountancy, construction professional services etc – typically delivered by management consultancy companies
