- I am looking for multiple Procurement Managers to work on the new build of a High-Speed railway project in the UK
Working within the ‘Construction’ Procurement team who is responsible to deliver the procurement activities required to deliver procurement packages for the stations, railway systems and line of route infrastructure required to build the new high-speed railway. Procurement packages are valued between £10m and £1billion and are typically £500m in value. The Procurement manager will work in a small team and will be accountable for significant elements of procurement delivery for each package. Reporting to a Senior Procurement Manager (who will have responsibility for delivery of a procurement package) the Procurement Manager will work closely with colleagues across the business to prepare and deliver the procurement activities and will align potentially conflicting information requiring significant influencing skills.
Working with the other members of HS2 procurement and delivery teams, the Procurement Manager will assist with the production of procurement documentation, the management of the procurement process, supply-chain liaison, and management of submissions received and the evaluation thereof. The Procurement Manager will also maintain systems data as HS2 Ltd must comply with statutory requirements, and relevant government policies whilst ensuring that the organisations procurement actions are fair, transparent, non-discriminatory and deliver value-for-money outcomes, within agreed constraints.
Duties and Responsibilities
- Responsible for delivery elements of the operational procurement for the relevant package(s) and providing support for the delivery of the overall procurement, ensuring that these are aligned with other similar packages.
- Supporting the achievement of governance approval and assurance of all procurement deliverables as defined within the Procurement Handbook. Following approval of the relevant Category Plan, this includes responsibility for developing key components of the necessary Prequalification and ITT documentation to agreed timelines and ensuring that these achieve relevant approvals and assurance to permit release of this documentation.
- Supporting the management the procurement evaluation processes for the relevant package, including independently managing the day-to-day evaluation undertaken by a wide array of colleagues, and ensuring that these achieve relevant approvals and assurance to allow appropriate short-listing and contract award.
- Ensure procurement activities are undertaken in compliance with EU and UK legislation whilst driving a process that will become a benchmark for future projects around the world.
- Provide support to colleagues within the team and in other areas in the use of eSourcing.
- Ensure procurement reporting and management information is provided accurately and on a timely basis to synch with business reporting rhythm and cycles.
- Maintain systems data, ensuring appropriate storage, distribution and compliance
- Advise colleagues on the appropriate procurement approach.
- Present to boards and committees, as required, in order to respond to challenge and scrutiny
REQUIRED CRITERIA
SKILLS- Skilled in compiling robust tender and commercial documents.
- Operates comfortably in a matrix environment, with high influencing and communication skills - able to persuade on the basis of objective argument in fact and analysis.
- Demonstrated analytical and commercial skills.
- Sponsor/Stakeholder relationship and management experience, together with highly developed communication and influencing skills.
KNOWLEDGE / Experience
- Ideally will have experience with the end to end OJEU process – however will consider someone with experience of a structured end to end procurement process and awareness of OJEU – through studies or current company adopt similar process
- Track record of utilising different procurement routes,
- Knowledge of different forms of contracts – ideally NEC (although not essential), Design & Build, ECI, Target Cost etc
- Knowledge of procuring large value complex heavy civils/construction or similar works/services – would be open to other backgrounds such as construction, oil & Gas, construction professional services,
- Understanding and working knowledge of cultivating strong relationships with existing and potential suppliers.
- Understanding of project scheduling and planning.
- Qualified to degree (or similar) level in relevant subject.
- MCIPS or FRICS (or equivalent) or currently studying towards accreditation.
- Could be working for a client, consultant or indeed principle contractor.
Ideal Backgrounds- Experience of NEC suite of contracts
- Experience of OJEU and Utility Contract Regulation (UTR)
- Knowledge of procuring large value complex heavy civils/construction or similar works/services
