- Description
- Stakeholder Engagement Manager working directly for the client organisation who is responsible for building and operating the UK’s High Speed Rail Network. Working within the Communications and Stakeholder Engagement Department communications and relationships with Political Stakeholders – mainly MP's but also Local Authorities, LEP's, Major’s office etc. Role is based from London (Euston), with hybrid with time split equally between office & home.
This role supports the management and coordination of key stakeholder relationships along the line of route, including MPs, their constituency offices and local authorities, as well as a myriad of political, business, specialist and community stakeholders. The role is part of a team committed to making sure HS2 acts as a good neighbour to communities and stakeholders along the route of the new railway.
The focus for this role will be managing political stakeholders – MP’s, constituency offices & local authorities effected by the line of route on Phase 1 of the project – London to Birmingham to concentrating on the contentious Buckinghamshire area. Working in a dedicated Stakeholder Engagement Team you will be working collaboratively across HS2; a very complex matrix organisation. This is an important role responsible for ensuring effective, consistent and timely engagement and communications. This is a public facing role which requires empathy an understanding of those affected, as well as knowledge of the HS2 project.
The 3 Key areas the role will focus on:
- Responding – Responding to political stakeholders, especially letters and queries from MP’s offices, you will be the point of contract for the communication, managing the internal information flow and responding to the written request in a timely, accurate fashion, have excellent English and written in a politically aware tone. This will be the key action
- Inform – Inform political stakeholders with communications around community projects, important news pre-empting questions.
- Involve – involve the political stakeholders, invite them to site, community projects, workshops and presentations etc.
Accountabilities:
- Work with colleagues in the Communications and Stakeholder Engagement Directorate and across other HS2 departments to ensure timely, coordinated and consistent two-way information flows between HS2 and identified key stakeholders.
- Develop and deepen relationships with stakeholders along the line of route, including MPs and their constituency offices, local authorities, local representative groups based in the communities the project will impact, and other identified key stakeholders.
- Proactively identify opportunities to involve key stakeholders in the project and work with colleagues across HS2 to plan and deliver engagement activities.
- Develop and maintain an overview of the politics, stakeholder issues and activities in communities along the route, identifying and feeding back into the business key risks and opportunities.
- Manage correspondence with identified key stakeholders ensuring all responses are timely, accurate and of high quality in both tone and content.
- Provide clear and concise briefings, presentations and reports on complex issues for senior members of HS2.
- Manage processes to coordinate, record and report on engagement with key stakeholders, ensuring a consistent approach and alignment with HS2 processes
- Develop effective working relationships with contractors’ ensuring they understand HS2’s commitments, behaviour expectations, and metrics by which they will be measured.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.
Required Criteria:
The successful candidate will have experience in a wide variety of stakeholder management. The candidate would be a good people person with superb collaborative skills and would likely be involved in public affairs / regular engagement with stakeholders. The successful candidate will have experience within or engaging with Political Stakeholders - MP's, Local Authorities, LEP, Whitehall.
Rail / Infrastructure experience is useful but not necessary, and likewise for experience on a major complex project (e.g Stakeholder Management for Olympics Project). The candidate may be working within an MPs office, LEP, Public Affairs or for local authorities writing reports /press releases for and presenting to board level individuals / teams and for external stakeholders, thus their communication skills in both written an oral must be to the highest level. Experience managing political stakeholders is essential for this role.

- Knowledge of how UK Parliament and Local Authorities work and appropriate engagement methods
Type of experience:
- Experience of developing and delivering strategic stakeholder management arrangements in large and complex environments
- Experience of working within or with Whitehall, Westminster or Local Government
- Experience of successful delivery on high profile and sensitive projects
- Experience of providing counsel across an organisation on stakeholder engagement
