High Speed 2 the new multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. They are looking for 3 Assistant Construction Assurance Managers, which is essentially a Site based Construction Management role working in the Integrated Client / Main Contractor Delivery team in the main civil engineering works of Phase 1 where you will perform Constructability Assurance on site. Working alongside the Balfour Beatty Vinci (BBV) joint venture on the Constructon of Old Oak Station and approaches. The main works consists of: site set up, earthworks, piling, structures, building & Ground Engineering.
Happy to consider applicants from either Engineering or trades background who had supervisory experience on large civil engineering or major construction sites with multiple stakeholders and interfaces with Principal Contractor or Client background. This is site-based role.
The Assistant Construction Assurance Manager (ACAM) will support the Construction Assurance Manager (CAM) in providing specialist constructability support and expertise to the HS2 Project Manager. The post holder will also undertake a risk-based approach to the assurance of the constructability of the Works, whilst maintaining standards of health and safety, and supporting the required project delivery outcomes, namely, quality, environmental impact, safety, Undertakings and Assurance (U&A) obligations. The post-holder will work closely with HS2 Project Managers, the HS2 QHSS Compliance Manager, and the Stakeholder and Interfaces Manager and Integrated Project Team (IPT) in undertaking their role.
The Assistant Construction Assurance Manager will be supervising and auditing (assuring) contract works up to the value of £100m per year working with then civil engineering main works contractors on phase 1. Reporting and supporting the Construction Assurance Manager they are looking for a confident self-started who is competent and comfortable on large civil engineering / construction sites.
Responsibilities:
- Responsible for supporting the CAM in undertaking Constructability Assurance, taking a risk-based approach.
- Supporting HS2 Project Managers by providing specialist advice and expertise at all stages of the construction process for help in administering the contract.

Co-ordinating and undertaking safety tours and other site based HS2 safety practices.

Responsible for supporting the NEC3 Supervisor in discharging their duties under the Contract.

Responsible for supporting the Project Manager in discharging their duties under the Contract.

Responsible for supporting the functional teams in assuring that the works are adhering to U&A’s, Environmental Minimum Requirements and Code of Construction Practice requirements.

Support the CAM in managing HS2 cross contract interfaces with respect to constructability.
- Assisting the CAM and HS2 Project Managers with the HS2 CDM Assurance Process to enable release of the Hold Point Release Letter.

Candidate Criteria
Open to candidates from either an engineering background (5 + years post qualification) or General Foreman from a trades background with c10 years + experience who have worked for either main contractor or client on major civil engineering or construction sites. They will have good supervisory experience and a good handle on CDM regs, Health & Safety, Quality, Environmental, Risk Management, Planning & Constructability. The individual will be a confident communicator with excellent stakeholder management skills and the ability to talk with the public and external stakeholders. They will be a good problem solver and confident self-starters, able to manage themselves and their workload.
Ideally will have major heavy civils experience – Highways, Rail, Water etc. but would also consider people from major construction experience – hospitals, commercial, university projects.
Skills:
- Problem Solving – the ability to identify problems and review related information to assist in the development and evaluation of options and the implementation of solutions, including the ability to manage and plan workstreams, considering the competing demands of stakeholders, cost, time and quality.
- Decision Quality - Gathering and synthesising information, identifying options and applying sound judgement based on logic and reason to propose options to the CAM and / or Senior Project Manager using key facts and data.

Building Relationships – ability to establish and maintain relationships with internal and external stakeholders and suppliers to resolve emergent risk situations.
Knowledge:

Knowledge of NEC3 Contract (or JCR, ICE) and Supervisor (custodian for quality) responsibilities along with general management principles and operation of matrix organisations. Needs to have contract awareness but specifically doesn’t need to be NEC.
- Knowledge of UK construction regulations including Construction Design Management (CDM) and Construction Safety Management requirements
- Knowledge and experience of site-based processes and procedures for health, safety and environmental management.
- Understanding of risk identification and management

Understanding of construction planning and ability to follow and monitor
progress against a project programme.
- Degree level qualification in civil engineering, construction or building science or the equivalent experience. Also open to people from a trades / General Foreman background. Training in CDM, Health & Safety and SMSTS would all be very helpful.
Type of experience:
- Construction experience of large-scale Civil Engineering projects including Rail Stations, Depots, earthworks, bridges and structures construction and ground engineering. Will also consider people from major construction background (hospitals, schools, commercial, regeneration etc).
