- Description
- Procurement Systems Officer is required for the New High-Speed Rail project in the UK, this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. They will be responsible for providing systems support and training on the Procurement Systems – principally Jaggear (Bravo), Award & Oracle ERP System. The role will support a major procurement team an example being the procurement team who are responsible or the £2.7bn procurement of the High Speed Trains.
The Systems & Reporting Officer will report to the Senior Systems & Reporting Manager. The Systems & Reporting Officer will play a key role in the day to day support of the end-to-end procurement systems landscape, encompassing procurement planning, advertising, sourcing, procurement, contract management, performance management and reporting. The role will also focus on providing support to the various Procurement teams to enable the effective delivery of multimillion-pound contracts in compliance with the Utilities Contracts Regulations.
Challenges in the role will include:
- Provide operational systems support, guidance, training and subject matter expertise across multiple business critical systems to a wide pool of users across multiple locations Jaggear (Bravo), Award & Oracle ERP System
- Provision of complex evaluation setup, configuration and reporting service, tailored for procurement project teams to enable the effective and controlled management of multi-million-pound tender evaluations.
- Administer multiple business critical systems to ensure they are operated in line with our integrated management system (IMS) and all controls are functioning effectively.
Duties & Responsibilities
- Successfully achieve the award of all contracts required to deliver the construction, testing, commissioning and operation of HS2 in a fair, transparent, and non-discriminatory manner, by the agreed dates (as per Utilities Contract Regulations 2016);
- Provide commercial support and decision-making across all HS2s contracts and manage those contracts to ensure that they deliver the strategic objectives of the project throughout the term of the agreement and deliver demonstrable value for money;
- Support the delivery of HS2’s strategic goals by building value adding supply chains with sustainable commercial relationships that deliver value and comply with HS2’s obligations set out in the Development Agreement and any associated Undertakings and Assurances;
- Negotiate Commercial Agreements with third parties, coordinating interfaces and integrating across contracts and suppliers;
- Ensure that HS2 has the goods and services required by the organisation to guarantee success across each stage of the delivery lifecycle.
Required criteria
Ideal candidate will be a Procurement System Analyst / Officer who has experience working in the public sector or regulated industry such as utility company and will have experience with Jaggear (bravo) & Oracle ERP (although happy to have people with experience on equivalent systems). And will have a good knowledge of the end to end procurement process (ideally OJEU).
Skills:
- Ability to prioritise competing requirements and manage tasks effectively
- Problem solving and analytical skills to support to complex bespoke e-sourcing requirements
- Understanding of procurement processes and systems, including in knowledge of e-sourcing and evaluation tools, their configuration, management and implementation in a major programme environment
- Understanding of the challenges of a public sector Procurement environment.
- Knowledge of HS2 procurement policies
Type of experience:
- Experience of administration of procure to pay systems, e-sourcing systems and evaluation tools – such as Jaggear (Bravo), Award & Oracle ERP
- Experience of managing multiple stakeholder requirements and delivery of excellent customer service.
- Experience of working within a regulated working environment such as a procurement, finance or commercial division – ideally public sector or regulated environment (utility) however open to other backgrounds
- Practical procurement experience.
- Experience of supporting users with systems and providing a customer facing service
