Description

Working within the Corporate (indirect) Procurement team where the annual spend in the department is approx. £300m per annum.  This is a very busy high preforming department with each procurement member typically managing 10 OJEU procurements at any one time.

The Procurement Manager will lead on procurement projects between £250k and £25m and support the Business Partner in in large value procurement exercises and category plans.  You will  Manage major procurement projects across the end-to-end OJEU lifecycle and develop and implement procurement strategies, plans and tools to ensure effective outcomes/successful delivery on all projects and at all stages of the lifecycle from identifying the business need to contract through to contract award.
 

ACCOUNTABILITIES

  • Lead and be accountable for the delivery of the Procurement Strategy including all targets, particularly HS2 programme, compliance and financial needs. 
  • Lead the delivery of key procurements, in support of the Category Management Strategy, through the procurement life-cycle stages from identifying the business need to contract award drawing on internal and external resources as required;
  • Work with the Contract Management team to ensure that procurement projects are handed over in the most effective way to ensure seamless transition of performance and demonstration of HS2 themes embedded into the contract performance management plan.
  • Present to boards and committees, as required, in order to respond to challenge and scrutiny and assist with sourcing approvals of the on-going procurement actions.
  • Advise on applicable EU and UK procurement legislation and developments, applicable government policies and procurement routes; to ensure that all HS2 activities are comply with regulations.
  • Promote importance of procurement across business units and best practice through continuous improvement so that procurement processes are effective in delivering HS2’s objectives.
  • Develop processes and review policies relevant to major professional services or indirect procurements in order to ensure they are in line with strategic business objectives.
  • Participate in team meetings for procurement to provide specialist guidance and enable the implementation of policy, projects and change initiatives.
  • Develop robust category management plan(s) and procurement sourcing strategies and the development of procurement tools and templates to ensure effective outcomes on all projects.
  • Support the Procurement Business Partner in managing the expectations of key stakeholders and determining strategic and long term procurement plans
  • Manage Procurement Officers assigned to them ensuring their output is quality-assured at source (and prior to being offered for approval).

 

3a. KNOWLEDGE, SKILLS, EXPERIENCE

Essential skills

  • Proven track record of procuring large value professional services and corporate service contracts through OJEU and/or established frameworks with a thorough knowledge of applicable EU and UK procurement legislation
  • Demonstrable track record in the application of different pricing/risk options dependent on desired outcome and market conditions
  • Strong understanding of supply market for professional services and corporate services and other indirect activities relating to infrastructure projects
  • Track record of proven analytical, presentational, commercial and negotiating skills
  • Experience of market engagement activities;
  • Experience of compiling procurement documentations including tender and commercial documents whilst maintaining accuracy and quality;
  • Skilled in compiling robust tender and commercial documents
  • Member of CIPS or equivalent

 

Desirable skills

  • Awareness of government initiatives and policies with ability to assess relevancy and defend applicability;
  • Working knowledge of the Utilities Contract Regulations;
  • Demonstrable track record of procuring Professional Services Consultancy services and other indirect projects/spend categories
  • Strong understanding of supply market for Professional Services Consultancy services and indirect goods and services relating to infrastructure projects
  • Demonstrable expertise in cultivating strong relationships with suppliers;
  • Knowledge of working with or for publicly funded bodies including central government departments;
  • Strong knowledge of different forms of contract and risk allocation.
